About the Role
Join HM Courts and Tribunals Service at an exciting time as part of a newly formed and growing team supporting an ambitious change agenda to deliver a justice system for the future. As a People Change Support Manager, you will play a critical role in shaping and delivering organisation design, development and people change across the organisation. Acting as a trusted partner, you will work alongside senior leaders in HMCTS, HR and programme teams to ensure that change is well designed, successfully implemented and sustainable.
In this role, you will:
- Provide consultancy services through expert advice, support and constructive challenge to internal clients
- Plan and lead activities to ensure ambitious design and people change initiatives deliver against HMCTS’ strategic objectives
- Make data-driven decisions to shape the best people change solutions for the organisation

Key Responsibilities
Change Business Partnering & Organisation Design & Development
- Partner with senior leaders and stakeholders to shape and deliver organisation design and people change initiatives aligned to strategic priorities
- Diagnose organisational challenges using data and insight, developing practical, evidence-based solutions
- Support the design and implementation of operating models, structures and ways of working
- Coach and support leaders to embed sustainable change, strengthen capability and improve organisational effectiveness
- Build trusted relationships across HR, Operations, Finance and wider teams, providing constructive challenge and support
Project Planning, Governance & Delivery
- Develop and maintain integrated project and implementation plans, ensuring delivery is tracked against milestones, benefits and outcomes
- Establish and embed robust governance, risk and issue management, providing assurance on programme health and delivery confidence
- Implement effective change control to manage scope, dependencies and alignment to end-state objectives
- Coordinate across multiple workstreams, ensuring a joined-up, consistent and timely approach to delivery
People Change & Implementation Support
- Lead and support change impact assessments across people, process and technology
- Develop and maintain change and implementation plans that support smooth transition and adoption
- Support business readiness, including defining and tracking readiness measures
- Deliver clear, targeted communications and engagement activity to support change
- Capture lessons learned and drive continuous improvement across the organisation
Experience
- Proven experience of leading or supporting wholescale business or people change initiatives within a large, complex organisation
- Strong project planning and delivery capability, with experience managing milestones, dependencies, risks and outcomes
- Demonstrated ability to develop and embed structured, evidence-based approaches to change
- Experience building trusted and credible relationships and influencing senior stakeholders, including providing constructive challenge
- Ability to operate effectively in fast-paced, ambiguous environments managing competing priorities
- Excellent communication and engagement skills, able to convey complex messages clearly to varied audiences
- Strong interpersonal and leadership skills, able to work collaboratively and drive outcomes through others
- High levels of resilience, adaptability and accountability, with a focus on delivering results

Qualifications
There are no specific qualifications required for this role; however, relevant experience in organisation design, change management or project delivery within complex organisations is essential. Desirable skills include experience of organisational design and development, use of project and portfolio management tools, and understanding of the impact of large-scale change on people, culture and organisational performance.
