About the Role
The People Services Manager will play a pivotal role within the Judicial Office, supporting recruitment, learning and development, and wider people services activities. You will establish and maintain excellent working relationships with stakeholders across the business and the Ministry of Justice to share knowledge and ideas in recruitment. Acting as the Subject Matter Expert for the Oleeo recruitment system, you will coordinate recruitment campaigns, supply materials to interview panels and candidates, and prepare recruitment activity reports. You will also manage the Staff Security Log and proactively engage with staff regarding clearance renewals.
You will manage the development, publishing, and promotion of the annual Judicial Office Learning prospectus, including the Leadership and Management Programme. This involves setting content, scheduling, promotion, evaluating return on investment, researching new products, and providing administration support as the single point of contact for candidates and managers. You will design and deliver training packages for interviewers and interviewees, improving existing materials through evaluation.
Additional responsibilities include creating and maintaining statistics on mandatory training performance, managing the Learning & Development budget and financial controls, raising purchase requests, and monitoring requests for specialist equipment. You will coordinate quarterly assurance panel meetings, collate and consolidate data for senior leadership, and amend processes as needed.
Wider duties involve managing the JO Managers Resource hub, monitoring team mailboxes, responding to advice requests, reviewing the overall L&D offer in consultation with senior management, and supporting engagement activities such as minute taking and diary management for L&D and Coaching communities. You will partner with Internal Communications to update intranet guidance, organise promotional events, and develop surveys to capture user experiences. You will also produce monthly L&D alerts.
Experience
Proven experience in managing recruitment processes and learning and development programmes. Experience working with stakeholders at various levels and managing budgets is essential. Familiarity with recruitment systems such as Oleeo and knowledge of security clearance processes is desirable.

Qualifications
Relevant qualifications in Human Resources, Learning and Development, or related fields are advantageous but not mandatory. A commitment to continuous professional development and a strong understanding of Civil Service behaviours and values are important.
