About the Role
The UK National Preventive Mechanism (UKNPM) was established in 2009 following the UK’s ratification of the Optional Protocol to the Convention against Torture (OPCAT). It comprises 21 statutory bodies that independently monitor places of detention to prevent torture and ill-treatment. The NPM ensures regular visits to places of detention across the UK to prevent torture and other ill-treatment, making recommendations to improve treatment and conditions, and submitting proposals on legislation. The NPM publishes an annual report presented to Parliament by the Lord Chancellor and Secretary of State for Justice.

This senior leadership role requires collaboration with NPM members, government officials, and international bodies. The Head of the UKNPM Secretariat will lead delivery of the NPM business plan, manage governance processes, and influence detention policy and practice across the UK. The role involves managing relationships with 21 NPM member organisations, developing consensus on joint priorities, and leading the production of the annual report.

The post holder will facilitate collaborative working, balance competing demands, and support the NPM’s 21 member bodies to work together in pursuit of common objectives aligned with international obligations. They will liaise with government, international human rights bodies such as the UN Subcommittee on Prevention of Torture (SPT) and the Council of Europe’s Committee for the Prevention of Torture (CPT), and other high-level stakeholders. This role also includes managing communications, representing the NPM externally, and overseeing resources and staff.

Requirements

Experience
- Proven ability to support complex, multi-stakeholder organisations and deliver to agreed business plans
- Strong strategic thinking and influencing skills with credibility at senior government and civil society levels
- Experience in policy development, governance, and human rights law application
- Proven experience managing complex priorities and delivery risks effectively
- Demonstrated leadership and people management skills, including motivating diverse and remote teams
- Excellent written and verbal communication skills and ability to manage competing priorities
- Ability to work independently and self-motivated to a high standard
- Expert sector knowledge in criminal justice, health, human rights, or scrutiny

Qualifications
While specific qualifications are not detailed, expertise in human rights, criminal justice, health, or related fields is essential. Experience in budget management, understanding of international torture prevention frameworks, and background in policy, communications, or organisational development are desirable.
