About the Role
HM Courts & Tribunals Service (HMCTS) is responsible for the administration of criminal, civil and family courts and tribunals in England and Wales. We support service users and colleagues accessing potentially life-changing justice. We are seeking a committed individual to join us as Policy and Engagement Lead for the Listing Improvement Programme. This role is pivotal in leading staff and stakeholder engagement, internal and external communications, and Ministry of Justice (MoJ) policy engagement activities to ensure successful programme delivery.

The postholder will maintain the programme SharePoint site as the authoritative source of information, develop and execute comprehensive engagement and communications plans, and act as the principal liaison with MoJ policy teams. Working across a complex operational, judicial and policy environment, you will ensure messaging is clear, consistent and aligned with strategic priorities while enabling meaningful two-way engagement that influences programme design, implementation and evaluation.

Reporting to the G6 Programme Delivery Manager, you will collaborate closely with HMCTS operational teams, communications colleagues, senior judiciary, MoJ policy teams, Trade Union representatives and criminal justice partners to support the programme’s success.

Requirements

Experience
- Significant experience leading staff and stakeholder engagement for complex programmes, policy or organisational change.
- Proven ability to develop and deliver coordinated internal and external communications and engagement plans for diverse audiences using written, digital and face-to-face channels.
- Excellent written and oral communication skills, including drafting concise and persuasive correspondence, briefings, presentations and staff communications.
- Experience managing digital content or knowledge hubs, ideally using SharePoint, with strong content governance and version control.
- Strong stakeholder management skills with a track record of building trust and influencing senior stakeholders across organisational boundaries.
- Experience working with government policy teams to align delivery with wider policy and ministerial priorities.
- Ability to operate with sound judgement and discretion in politically, judicially, operationally or employee-relations sensitive environments.
- Collaborative leadership, analytical and listening skills, including coordinating contributors outside formal line management and using stakeholder insight and data to recommend improvements.

Qualifications
There are no formal qualification requirements specified for this role; however, relevant experience in policy, communications, stakeholder engagement or programme delivery is essential.

Desirable Skills
- Experience working in courts, criminal justice, judicial environments or other complex public service settings.
- Experience engaging with geographically dispersed operational workforces or supporting national implementation and adoption.
- Experience in strategic communications, staff engagement, Trade Union communications or change communications for major programmes.
