About the Role
Royal Borough of Greenwich is seeking a dynamic and enthusiastic Procurement Officer to lead procurement projects and help deliver innovative procurement strategies that ensure value for money, social value, and long-term benefits for the community. Reporting to the Category Lead, you will manage procurement activities within the Place category, covering areas such as Highways, Housing, Property, and Regeneration. Your work will contribute to delivering the Council’s Medium Term Financial Strategy by driving value for money and embedding social value considerations into procurement processes.
Key responsibilities include leading procurement projects from planning to delivery, ensuring full compliance with public sector legislation including the Procurement Act 2023 and Public Contracts Regulations 2015, providing advice to senior stakeholders, aligning procurement plans with business needs, promoting compliance with Council policies such as Sustainability and Social Value, and offering expert technical guidance to ensure sound procurement practices and risk mitigation.
Experience
- Working towards CIPS qualification or proven equivalent practical experience
- Public sector procurement experience, ideally in Local Government
- Experience leading procurement initiatives in a dynamic, fast-paced environment
- Proven track record of managing procurement projects delivering financial efficiency and social value
About you
- Strong knowledge of public sector procurement regulations including the Public Contracts Regulations 2015 and Procurement Act 2023
- Awareness of broader procurement policies such as Transparency Agenda, Social Value, Modern Slavery, Fair Tax, and Community Wealth Building
- Skilled in procurement planning, market analysis, and contract management with understanding of Local Government categories
- Strong organisational skills with ability to manage multiple projects and stakeholders effectively
- Proven ability to analyse risks, make informed decisions, and provide sound strategic advice
- Commitment to the Council’s equal opportunities policies and staff values
