St Thomas’ has one of the largest critical care units in the UK and one of the busiest emergency departments in London. It is also home to Evelina London Children’s Hospital. Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England including cardiac, renal and critical care services. We lead a number of specialist service networks aiming to ensure children are treated locally where possible, but have access to specialist expertise when they need it. Our community services include health visiting, school nursing and support for families of children with long-term conditions. Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients. In February 2021 the Royal Brompton and Harefield joined Guy’s and St Thomas’ NHS Foundation Trust, bringing together world-leading expertise in the care and research of heart and lung disease. Our merger provides a once in a generation opportunity to build a lasting, world-renowned heart and lung centre, providing the highest quality care for patients and conducting world-leading research. In partnership with King’s College London we have dedicated clinical research facilities including an MHRA accredited Phase I clinical trials unit. Job overview In 2020 – 2021, the Director of Operations and the Deputy Medical Director conducted organisation-wide engagement to establish an overarching surgical strategy for Guy’s and St Thomas’. This has involved engaging with over 200 colleagues across our clinical services, as well as patients and our executive and non-executive directors, with a view to develop a strategy that will outline how we will run services over the next five years alongside a robust implementation plan to ensure we deliver something that will benefit our patients, staff and partners in South East London Main duties of the job The Surgical Strategy requires dedicated programme management to support the implementation phase of this exciting programme for a fixed term period to cover maternity leave. The successful candidate will have a strong project or programme management background, will be able to work well with clinicians, operational managers, corporate and sector partners, and have a keen interest in working with patients to improve our clinical services. The key deliverable will be making sure the implementation of our surgical vision is tangible to our patients, our people and partners. Detailed job description and main responsibilities Job Summary The post-holder is responsible for providing overall management and leadership of a programme for the Surgical Vision to ensure outputs are delivered effectively and to time. This role is responsible for leading rigorous and robust transformation and improvement programmes; strategic delivery, programme management including planning, reporting, managing risk, and a strong focus on benefits realisation. The post holder will develop and oversee the direction and delivery of all of the underlying project work streams, and support and enable senior managers, clinicians, partners and directors to deliver the programme. A key aspect of the role will be to ensure appropriate evaluation and metrics are in place to support impact monitoring and milestone achievement. The role is expected to provide leadership directly and indirectly for project management and support and identity resources needed to enable programme delivery. The post holder will work collaboratively with internal and external stakeholders to ensure effective management of interdependencies and delivery of objectives It is expected that the specific programme / projects managed by the post holder will change over time as the portfolio of work changes. The post holder will take a key role in supporting patient and public engagement for the programme to ensure that benefits are evident to our most important stakeholders Person specification Skills Essential criteria Expert knowledge of operations and / or programme management methodologies and techniques. Excellent understanding and track record of successful change and programme management Highly effective leadership, people and project management skills Use advanced analytical and judgement skills including understanding and application of complex statistical and numerical data Work flexibly, prioritise workloads and resource them in response to changing demands and requirements Excellent interpersonal, communication (written, oral, presentation, facilitation), networking and negotiation skills with a track record in consistently delivering performance targets and writing complex business cases, policies and change Excellent organisational skills and the ability to prioritise, meet deadlines and delegate effectively Ability to find innovative ways of solving or pre-empting problems IT literate, including competency in MS Office programmes and in particular in Excel and MS Project A commitment to partnership working, inclusion of a diverse workforce and service integration Desirable criteria Experience of surgical services Experience Essential criteria Evidence of leading successful programme and / or operational performance and improvement at a strategic level; including business case preparation, service initiation / commissioning, contract negotiation, and the development and monitoring of output and outcome measures. Extensive programme management experience in large complex organisations, including design, development, implementation and management of change in a multiple stakeholder environment. Experience of managing large, multi-stranded budgets from a range of income sources and demonstrable evidence of individual, team, financial, process and change management. Desirable criteria Highly developed knowledge and understanding of the changing NHS environment, strategy, and policy agendas. Knowledge/Qualifications Essential criteria Relevant Masters / MBA, equivalent professional qualification or equivalent experience Managing Successful Programmes (MSP) to practitioner level or equivalent Evidence of recent Continuing Professional Development.
