About the Role
Lead regulatory compliance across Property Services to ensure Council homes meet strict safety standards, focusing on full compliance with Awaab’s Law and wider regulatory requirements under the Social Housing (Regulation) Act 2023. You will manage a dedicated team including a Special Projects Manager and Special Projects Coordinator, overseeing reactive and preventative actions aligned with Housing Health and Safety Rating System (HHSRS) hazards. A key immediate priority is leading operational preparations ahead of Phase 2 of Awaab’s Law going live in November, ensuring working practices meet statutory timeframes and standards.

You will systematically review and develop policies, procedures, and operational models within Property Services, moving beyond reactive fixes to establish long-lasting, proactive solutions for issues such as damp and mould. This dynamic role involves regular fieldwork, including property visits, resident engagement, and running community initiatives like educational roadshows to encourage self-learning and gather feedback.

Collaboration and governance are central to your work. You will build strong relationships across neighbourhood teams and responsive repairs, confidently presenting complex regulatory updates and performance reports to senior leaders, council committees, and elected councillors. By keeping pace with evolving consumer standards and future legislation, you will maintain organisational preparedness and ensure the service model consistently delivers positive outcomes.

This role requires a basic DBS check. Interviews will take place during the week commencing 19th October 2026.

Join an organisation dedicated to providing safe homes and lasting solutions for residents. You will have the opportunity to shape the future regulatory landscape, take ownership of compliance programmes, and build long-term standards within a supportive, cohesive department that values teamwork and professional development. Positioned at Grade I, this role offers continuous learning and clear career growth as the service expands across the borough.

The Council is committed to supporting residents, strengthening services, and creating a fairer borough. We pride ourselves on delivering services with care and competence, acting with integrity, and working together to build a greener, safer, and fairer community.

In this role, you will embody the 'we're all in' mindset by addressing complex regulatory requirements and environmental safety challenges. Whether in the office, reviewing policies, or engaging with residents on estates, your efforts will build proactive, long-lasting solutions that safeguard homes across the borough.

Requirements

Experience
Proven experience within social housing, preferably in a local housing authority or council setting. Solid working knowledge of Awaab’s Law, HHSRS hazards, and the built environment. Background in compliance, surveying, or housing operations with demonstrated skills in policy development, process design, and service transformation. Experienced in analysing performance data, troubleshooting complex housing management issues, and translating technical regulations into clear, structured plans.

About You
Aligned with the Council’s core values of Putting Communities First, Respect, Integrity, and Working Together. Open, honest, and dedicated to prioritising resident safety. Effective team player and communicator with the gravitas and confidence to present high-level reports to councillors and senior stakeholders. Calm and resilient under pressure with a proactive mindset that turns operational challenges into constructive improvements.

Qualifications
Relevant qualifications or equivalent experience in social housing, compliance, surveying, or related fields are desirable but not explicitly stated. Commitment to continuous professional development and learning is expected.
