About the Role
Wandsworth and Richmond Councils have an exciting opportunity within the Information and Planning Obligations Team administering Community Infrastructure Levy (CIL) and Section 106 (S106) agreements. This role works across both Councils, managing an extensive CIL and S106 caseload with a focus on administering S106 agreements related to development.
The Councils oversee a variety of developments, from iconic projects such as Battersea Power Station and the Ram Brewery to smaller residential extensions. Developer contributions collected ensure the delivery of necessary infrastructure to support Local Plan priorities, while planning obligations mitigate the impacts of new development for the benefit of residents, businesses, and the local community.
As a Senior CIL and S106 Officer, you will handle a range of casework from householder applications to high-profile developments across both boroughs. You will provide comprehensive professional advice to colleagues and senior managers, liaise with developers and residents, and ensure compliance with legislative requirements in monitoring S106 planning obligations.
You will also supervise the day-to-day tasks of the team to deliver excellent service, ensure compliance with reporting requirements and internal performance targets, and work to agreed timescales.

Experience
- Proven experience administering CIL or S106 agreements or working in Development Management supporting colleagues in applying CIL legislation.
- Ability to manage detailed calculations and information processing in a high-pressure environment.
- Experience working to challenging deadlines and managing competing priorities.
- Professional communication skills with the ability to convey complex information to a broad range of customers, colleagues, and senior managers.
About You
- Strong knowledge of the Community Infrastructure Levy and up-to-date understanding of S106 agreements and CIL Regulations.
- Excellent workload management skills with the ability to supervise and support a team.
- Advanced IT skills, particularly in Excel, and proficiency with a wide range of computer software relevant to the role.
- A positive, ambitious, and proactive approach to work.
Qualifications
- Relevant qualifications or experience demonstrating knowledge of CIL, S106 agreements, and planning obligations are desirable.
