St Thomas’ has one of the largest critical care units in the UK and one of the busiest emergency departments in London. It is also home to Evelina London Children’s Hospital. Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England including cardiac, renal and critical care services. We lead a number of specialist service networks aiming to ensure children are treated locally where possible, but have access to specialist expertise when they need it. Our community services include health visiting, school nursing and support for families of children with long-term conditions. Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients. In February 2021 the Royal Brompton and Harefield joined Guy’s and St Thomas’ NHS Foundation Trust, bringing together world-leading expertise in the care and research of heart and lung disease. Our merger provides a once in a generation opportunity to build a lasting, world-renowned heart and lung centre, providing the highest quality care for patients and conducting world-leading research. Job overview The South East GLH is a partnership which is led by Guy’s and St Thomas’ NHS Foundation Trust and includes King’s College Hospital, St George’s University Hospital, Royal Brompton and Harefield, South London and Maudsley, Maidstone and Tunbridge Wells and University Hospitals Sussex as consortium partners, and Viapath as a delivery partner. Through this partnership, the GLH is responsible for the delivery of high quality genomic testing for the South East region which covers, South London, Kent, Surrey, Sussex and parts of Berkshire. The GLH is also part of a network of 7 Hubs nationally which are working together to deliver the national genomic testing service through consolidated state of the art, high throughput, high quality and standardised laboratories. The South East Genomic Medicine Service Alliance is one of 7 Alliances nationally that are working with GLHs to support the systematic implementation of genomic medicine into the NHS. The South East GMSA brings together providers and commissioners across South East England, aligned to the GLH geography, to support partnership working and access to genomic medicine services. The NHS GMS Alliances are accountable for achieving demonstrable improvements across their geographies. The Senior Finance Manager will be based within Non-Clinical Finance and will have oversight for all the financial and billing processes for the South East Genomics Laboratory Hub Consortium. Main duties of the job The post holder will act as the financial expert in developing and implementing the financial billing and invoicing processes for the South East GLH, and modelling current and future service costs in line with NHSE and Trust requirements. The Senior Finance Manager will ensure a complete and robust understanding of all elements of income and expenditure for the GLH and related genomics services, including understanding the impact of service changes. Where not already established, they will set up the financial oversight and reporting structures to enable ongoing monitoring of costs and income. They will support the development of service investment and business cases from a financial perspective. The Senior Finance Manager will also be responsible for reporting financial information to ensure successful billing to NHS England and to/from our pathology providers. The role requires working with senior Trust stakeholders and financial and operational leads from across the consortium and NHSE. To provide financial modelling support to clinical groups and non-clinical directorates as required. Detailed job description and main responsibilities Finance support and Business Planning To ensure the GLH finance Team delivers a full financial service, which will include: Financial leadership Analytical support Financial commercial acumen Financial reporting Clear presentation of financial and business intelligence to a designated range of stakeholders to support the delivery of an approved financial plan. Ensuring proper financial control is maintained and value for money achieved. To ensure efficient running of the billing and invoicing process for the GLH service and other genomics services. To liaise with stakeholders on regular basis to ensure service goals are achieved. To understand and implement updates from NHSE for the GLH and related genomics services. To propose and agree cash-flow plans with relevant stakeholders. To propose and agree budgeting and forecasting plans with relevant stakeholders. To liaise with Central Finance team for Billing and Invoicing process. To coordinate with the Clinical Directorates within the Trust for Internal recharges process. To make judgements on financial decisions where there may be no precedent. Responsible for ensuring that all reporting is produced accurately and timeously. Responsible for ensuring that all relevant stakeholders receive accurate and clear financial information, ensuring that budgets set reflect the cost of delivering contracted activity baselines and other agreed performance targets. Provide professional strategic financial expertise, support and advice to genomic project groups and services. Undertaking the financial appraisal of each of the proposed options applying advanced, technical financial modelling, including the use of relevant financial decision making ratios and indicators (e.g. discounted cash flow (DCF), and sensitivity analysis. Financial Reporting To ensuring the provision of an executive reporting pack for both Internal and External stakeholders. To work with finance leads from partner organisations to collate and summarise complex financial data To communicate with a range of stakeholders, including the GLH Management Group and performance review meetings ensuring key financial issues are high-lighted and clearly articulated. To assist in ensuring that all financial opportunities are identified, quantified and clearly articulated for the GLH. Attend monthly the GLH monthly Management Group meetings to provide a summary of financial performance as well as forecasts on future finances Responsible in supporting the General Manager, Programme Manager and Operational Director in the provision of financial leadership and guidance in delivering programmes concerned with improved productivity, quality and efficiency. Business Partnering and Financial Modelling The post is responsible for the overall delivery of the Business Partnering and Financial Modelling function for the project. Responsible for the ongoing financial modelling of the GLH, ensuring continued financial viability. To provide financial modelling support to clinical groups and non-clinical directorates as required To develop a training program for Finance Managers within Financial Management to support bids and tenders. Productivity and Efficiency Responsible for promoting a culture of innovation and productivity with an increased focus on service line profitability using appropriate benchmarking. Management and Leadership A senior financial role, supporting the Project Manager in driving the project support ensuring at all times full financial compliance. Responsible for ensuring that all Genomics Senior Managers with financial responsibilities are guided and supported at all times, when carrying out their financial responsibilities. To provide financial leadership to a designated range of relevant stakeholders to support the delivery of an approved financial plan and ensuring proper financial control is maintained and value for money achieved. Responsible, for overseeing the work of junior members of the finance team for Genomics. Responsible for ensuring the coordination required for the provision of financial reports and analysis to the Genomics Senior Management Team. Person specification Previous Experience Essential criteria Post Qualified Experience - Significant amount gained at a senior position, preferably in a specialist financial management role. An in depth knowledge of NHS accounting rules and reporting requirements, and experience in applying these. Experience of interpreting relevant financial legislation & guidance from NHSE/I , To advise & recommend on required implementing for compliance Successful experience of motivating and developing a team to achieve desired objectives. Experience in formulating annual financial plans with senior leaders, providing effective challenge to ensure these meet financial targets and deliver value for money for the organisation. Experience of working within an ever changing & challenging financial environment. Working at both a technical and personal level with senior leaders to implement change. Implementing department policies and procedures consistently & effectively. A successful record of working with senior clinical and non-clinical leaders across the NHS Successful experience of motivating and developing a team to achieve desired objectives. Desirable criteria Experience in a similar role in a large complex Foundation NHS Trust Experience of setting objectives, undertaking appraisals mentoring and coaching staff. Experience of staff performance management including disciplinary policies Skills Essential criteria Excellent communication skills both orally and written. Highly developed interpersonal skills, leveraged effectively to build strong working relationships. Able to present highly complex financial information to non-finance staff including directors in a clear and concise manner. Listens effectively, able to discern & clearly translate the financial and non-financial implications of discussions and content for both business units and finance teams Desirable criteria Ability to work at a strategic level, able to recognise directions and implications of policy Qualifications Essential criteria Masters or equivalent qualification (including CCAB Qualified) or equivalent experience. CPD records up to date Desirable criteria An MBA or equivalent management experience of managing the part of a Financial Management function in a large service delivery organisation.
