About the Role
As a Senior Technology Delivery Manager within the Chief Technology Office (CTO), you will operate at the centre of Home Office Digital, coordinating delivery activity across multiple initiatives and programmes. You will bring structure, pace and clarity to complex work, ensuring delivery efforts are aligned, dependencies are actively managed, and outcomes are delivered to agreed timelines.

The CTO team provides central leadership and coordination across Home Office Digital, setting direction and enabling delivery at scale. In this role, you will work closely with delivery teams, architects, engineers and senior stakeholders to turn agreed priorities into executable plans, track progress, surface risks early, and keep delivery moving across organisational boundaries.

This is a hands-on delivery leadership role, focused on orchestrating work across teams rather than owning a single product or programme. You will be comfortable operating in ambiguity, managing competing priorities, and supporting multiple delivery streams to land outcomes in a fast-moving environment.

Operating across the digital and technology landscape, you will help ensure delivery activity is well-coordinated, transparent and outcome-focused, while enabling teams to navigate governance and assurance processes effectively.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. Employees will be expected to spend a minimum of 60% of their working time in the office.

Requirements

Experience
- Leading teams using different delivery approaches such as Agile and Waterfall, guiding them to implement the most appropriate methodology while continuously improving processes.
- Facilitating teams in delivering technology products and services throughout their lifecycle.
- Creating motivated, functioning teams by identifying and resolving issues in team dynamics.
- Identifying, prioritising and managing risks, issues and dependencies.
- Engaging, communicating and mediating between technical and non-technical stakeholders, managing expectations and resolving issues.
- Monitoring supplier performance and acting as a point of contact.
- Supporting and improving governance models, forums and assurance processes in a technology or architecture context.

About you
You will be comfortable operating in complex and ambiguous environments, able to influence across organisational boundaries and turn strategic intent into practical, deliverable outcomes. You will have strong leadership skills, be able to manage multiple delivery streams, and empower teams to collaborate effectively. Excellent communication and stakeholder management skills are essential, as is the ability to manage competing priorities and risks.

Qualifications
While specific qualifications are not detailed, candidates are expected to demonstrate capability aligned with the Home Office Government Digital and Data Profession Career Framework and the SFIA (Skills for the Information Age) framework at the following levels:
- Risk Management (BURM) – level 4
- Project Management (PRMG) – level 4
- Stakeholder Relationship Management (RLMT) – level 4
- Supplier Management (SUPP) – level 3
- Team Dynamics and Collaboration (HO33) – level 3
- Organisational Facilitation (OFCL) – level 4
