About the Role
You will lead the end-to-end change delivery for the council's systems, designing, configuring, and documenting changes to Mosaic and associated platforms such as the Provider Portal and Business Objects/Google Looker. Your role includes facilitating workshops to map current and future processes, translating service needs into highly functional forms, workflows, permissions, and data rules. You will coordinate User Acceptance Testing (UAT), produce user guidance and release notes, and collaborate with ICT to ensure safe deployments. Additionally, you will lead the triangulation and reconciliation of data quality across multiple source systems to drive targeted data cleaning efforts.

The Business Systems Team is responsible for core social care systems and provides hands-on system ownership by managing statutory configurations, implementing smart system changes, and delivering tailored training for frontline teams.

Requirements

Experience
Proven experience delivering production system changes with complete artefacts including configuration notes, UAT plans, and release notes. Strong background collaborating with IT teams on system releases. Experience supporting audits, inspections, and data quality or cleansing activities is essential.

About you
User-centred and evidence-led with excellent stakeholder facilitation skills. Highly organised and resilient under time pressure. Strong SQL and reporting literacy. Deep knowledge of Mosaic configuration, social care workflows, and statutory datasets. Ability to translate service needs into functional system changes and documentation.

Qualifications
Relevant qualifications or demonstrable experience in business analysis, system configuration, testing, and technical writing are required. Commitment to continuous professional development and embracing new technologies is expected.
