We have an exciting opportunity for a Technical Advisor/Project Manager to join our Estates Department on a 23-month fixed term contract. In this role, you will be instrumental in delivering high-quality estates projects that support BTP’s operational and strategic objectives. You will plan, prepare, and manage a variety of Estates Capital and Revenue projects through their full lifecycle, ranging from essential infrastructure replacements such as boilers to major refurbishments and relocations.

Your responsibilities will include championing estate transformation projects aligned with BTP’s strategic plan, reviewing estate condition surveys and recommending scope and funding, developing and owning business cases through governance and RIBA stages, managing programmes of work and consultant/contractor briefs, driving Agile and smarter working practices, engaging stakeholders, managing risks and costs, and ensuring compliance with regulations and health & safety standards.

This role offers a blended working arrangement with a mix of home and office working. As BTP is a national force, travel across the country will be required.

Requirements

Qualifications
- Degree-level education with extensive estates experience in the public sector or similar.
- Fully qualified Architect or Surveyor with current membership of an appropriate professional body (RIBA, RICS and/or CIOB).
- Programme/Project Management qualification (MSP, PRINCE2 or equivalent).

Experience
- Proven leadership of large, complex estates projects.
- End-to-end project and change management across all lifecycle stages.
- Strong technical knowledge of construction, compliance, and building regulations.
- Experience managing budgets, risks, and multiple programmes simultaneously.
- Collaboration with commercial and legal teams on contracts and suppliers.

Technical & Knowledge
- Ability to create briefs, manage tenders, and oversee delivery.
- Knowledge of estates, property, and facilities management in the public sector.
- Familiarity with construction best practices and emerging technologies.
- Computer literate with project management tools.

Essential Skills
- Deliver complex estates programmes using recognised methods and processes.
- Strong stakeholder engagement and communication skills.
- Ability to manage multiple projects and teams across locations.
- Analytical decision-making with budgetary and resource control.

Additional Information
- This role requires a minimum 3-month notice period.
