Salary
Senior Executive Officer (SEO) grade: £41,983 - £52,113 per year depending on location (National, Outer London, Inner London pay scales).

About the Role
The UK Health Security Agency (UKHSA) is seeking Benefits Managers to join the UK Health Security Campus (UKHSC) Programme within the Business Case team and wider programme delivery team. The UKHSC Programme aims to deliver modern, fit-for-purpose science facilities and enhance the UK's scientific capabilities to meet key health security objectives, including replacing high-containment laboratories essential for protecting against infectious diseases.

As a Benefits Manager, you will lead the application of structured benefits management approaches across projects and programmes of moderate complexity. You will ensure measurable, evidence-based benefits are defined, governed, tracked, and realised to support effective investment decisions and strategic outcomes aligned with UKHSA priorities.

You will work collaboratively with stakeholders to embed a benefits-led culture, ensuring benefits are owned, achievable, and sustained beyond delivery into business operations. This role is aligned to the Government Project Delivery Capability Framework career pathway at the Senior Executive Officer (SEO) level.

Key responsibilities include leading benefits management practice, defining and assuring benefits within business cases, developing benefits realisation plans, tracking and reporting benefits, facilitating workshops, supporting business case development, using digital tools for benefits analysis, providing insight and assurance to senior stakeholders, and championing best practice across the profession.

The role offers the opportunity to work in a dynamic environment contributing to national health security and to be part of the UKHSA Project Delivery Profession Community. Support will be provided to achieve Government Project Delivery Accreditation if not already held.

Experience
- In-depth knowledge and experience applying structured benefits management approaches such as benefits mapping, profiling, tracking, and evaluation.

- Experience in governance, assurance, budgeting, cost management, business change, and implementation within a project delivery environment.
- Proven stakeholder engagement skills with the ability to influence and challenge effectively.
- Experience using digital tools to track, monitor, analyse, and report data.
- Proficient in Microsoft Office applications including Excel, Word, and PowerPoint.

About You
You are a collaborative and proactive professional with excellent written and verbal communication skills, able to translate complex data into clear insights for diverse audiences. You are motivated to embed a benefits-led culture and champion best practices across teams. You thrive in a dynamic government environment and are committed to delivering strategic outcomes that protect public health.
