About the Role
Ealing Council has an exciting opportunity for a Capital Works Pre Construction and Investment Manager to join on a full-time basis. In this role, you will provide strong leadership and motivation to conduct pre-construction analysis and planning for a significant programme of work valued at approximately £60 million per year. You will ensure that all projects meet quality, cost, and time expectations.
As the Capital Works Pre Construction and Investment Manager, you will manage and organise staff within the Capital Works Pre Construction and Planning team to ensure effective planning and execution of investment works to council housing assets. You will also ensure that effective management information systems are in place to identify and prioritise investment works, integrating all available records and data for estate-based planning.

Experience
- Minimum 5 years’ experience in a similar role managing pre-construction activities
- Strong leadership, communication, and negotiation skills
- Experience in using and developing asset management and stock condition systems, including proficiency with computerized tools for tracking and managing asset conditions
- Excellent project management skills, with experience managing multiple projects simultaneously
- Knowledge of CDM Planning/Principal Designer and client duties
- Knowledge of contracts, tender agreements, and procurement processes

Qualifications
- Relevant industry qualifications in construction management such as HNC, HND, or a degree in Construction Management, Civil Engineering or a related field
- Evidence of Continuous Professional Development
