About the Role
The Electronic Monitoring Partnership and Implementation Manager supports the Electronic Monitoring Partnership and Stakeholder Engagement Strategic Lead by providing management and leadership within the Electronic Monitoring function. This role includes direct line management of Probation Service Officers and managerial oversight of case administrators when necessary. The post holder will ensure quality delivery of good practice, team performance improvement, and adherence to policy and national standards.
The role involves accessing, interpreting, analysing, and applying performance data to maximise team performance and evaluate practice. You will proactively manage staff development, attendance, health and safety, employee relations, and diversity matters with fairness and consistency. Ensuring Probation Service Officers manage risk appropriately and meet public protection standards is a key responsibility.
You will contribute directly to public protection through multi-agency arrangements, casework review, and feedback. Promoting a culture of innovation and continuous improvement in service delivery is essential. The role requires providing leadership and direction in partnership work, facilitating communication between Probation Delivery Units (PDUs) and partners, and representing the National Probation Service (NPS) at various meetings and events.
Additional duties include delivering training to PDUs and stakeholders, attending national electronic monitoring meetings, MAPPA meetings, and Sentencers events. You will oversee complex issues, manage conflicting priorities in a fast-paced environment, and consistently model pro-social behaviour and attitudes in line with NPS and HMPPS values.
Experience
- Substantial experience as a Probation Officer or within a criminal justice or related agency, demonstrating good practice in offender risk assessment and management.
- Understanding of the Probation Service role within the Criminal Justice System and multi-disciplinary settings.
- Experience of risk management, multi-agency risk assessment, and management procedures.
- Proven ability to evaluate practice and contribute to policy development.
- Experience working under pressure and meeting demanding deadlines.
- Ability to work flexibly within a team to achieve performance targets.
- Experience contributing to effective administration and information systems.
- Demonstrable achievements in managing change and improving quality and efficiency.
- Well-developed IT skills, including interpreting and applying performance reports.
- Experience championing diversity and inclusiveness internally and externally.
- Ability to implement health and safety policies.

Qualifications
To be eligible for this role, you must hold one of the following mandatory qualifications:
- Probation Qualification Framework Graduate Diploma or Honours Degree in Community Justice integrated with Level 5 Diploma in Probation Practice
OR
- A qualification recognised at the time of qualification by the Secretary of State for Justice as per Section 10 of the Offender Management Act 2007, including:
-- Diploma in Probation Studies
-- Diploma in Social Work (with Probation Option)
-- CQSW (with Probation Option)
