About the Role
Ealing Council has an exciting opportunity for a Programme Manager to lead the Health Determinants Research Collaboration (HDRC) Ealing, also known as ‘Evidence and Learning for Health’. This fixed-term role for 24 months is central to an ambitious programme aimed at strengthening how research and evidence are used to reduce health inequalities.

The HDRC is funded by a £5 million award from the National Institute for Health and Care Research (NIHR) and is one of four London boroughs and 30 across the UK to receive this funding. The programme focuses on building capacity, partnerships, and infrastructure to support meaningful research and evaluation on the building blocks of health, with strong community involvement and a focus on tackling health inequalities.

As Programme Manager, you will provide senior leadership for HDRC Ealing, working closely with the Programme Director and governance teams. You will translate the HDRC vision into a coherent, well-governed, and deliverable programme, coordinating plans, governance, finance, risk management, reporting, performance, and partnerships to meet NIHR milestones and HDRC objectives.

This role combines strategic influence with hands-on delivery, ensuring HDRC Ealing delivers local impact, contributes to national learning, and builds a lasting legacy for collaborative work between Ealing Council, communities, and partners to address health inequalities.

Key responsibilities include leading day-to-day programme coordination and delivery, supporting adaptive delivery and continuous learning with partners, managing NIHR reporting and milestones, developing reports and briefings for senior leaders and funders, overseeing budget, resources, contracts and partnerships, line managing the Communications Lead and Project Officer, and promoting HDRC Ealing’s work locally, regionally, and nationally.

Experience
Significant experience managing complex, multi-stakeholder programmes within large organisations, ideally in local government, health, social care, transformation, research, or related fields.
Excellent programme and project management skills including planning, governance, risk management, reporting, benefits tracking, and assurance.
A strong commitment to improving residents’ lives, tackling health inequalities, and working collaboratively with communities and partners.

Qualifications
