Ealing Council has an exciting opportunity for a Strategic Commissioner for Working Age Adults. The Strategic Commissioner for Working Age Adults is a high-profile strategic position responsible for leading the commissioning, redesign and development of services for working age adults with mental health needs, learning disabilities and autism. You will ensure residents have access to high-quality, person-centred and cost-effective support that enables them to thrive in their communities.

Working across organisational boundaries, you will lead commissioning activity, influence system-wide change and support the delivery of innovative services that improve health and wellbeing outcomes while addressing inequalities.

Key responsibilities include:
- Leading the development and implementation of commissioning strategies for learning disability and mental health services
- Driving service redesign, transformation and procurement activity using evidence, intelligence and best practice
- Collaborating with residents, carers, providers, NHS partners, housing, public health and the voluntary sector to shape future service delivery
- Leading market development and engagement to ensure a diverse, sustainable and high-quality provider market
- Overseeing contracts, performance monitoring and quality assurance to improve outcomes and achieve value for money
- Supporting strategic planning and transformation programmes across Adult Social Care and wider health and care partnerships
- Developing business cases, service specifications and reports for senior leaders, partnership boards and elected members
- Deputising for the Head of Integrated Commissioning and representing the Council at key partnership forums

Experience
- Significant experience of commissioning within adult social care, mental health or learning disabilities
- Strong knowledge of commissioning, procurement and contract management
- Excellent coproduction, stakeholder engagement and partnership-working skills
- Experience of leading service improvement and transformation
- Knowledge of relevant adult social care legislation including Care Act, Mental Health Act, Mental Capacity Act
- Proven experience of leading service transformation, redesign and improvement programmes
- Strong analytical skills with the ability to interpret complex data and translate it into effective commissioning decisions
- Experience of performance management, quality assurance and driving improvement in commissioned services
- Experience of working across integrated health and care systems (desirable)
- Knowledge of housing, Continuing Healthcare and Section 117 arrangements (desirable)
