About the Role
We are recruiting Network Coordinators to join our Network Management Team on a fixed term contract. The role involves providing high-quality coordination, inspection, recording, and reporting to ensure compliance with coordination and conditions stipulated in permissions for works or activities (including events) on the borough’s public highway network. You will ensure that works are carried out safely and in accordance with legislative requirements.

Key responsibilities include processing, reviewing, coordinating, and monitoring the potential impact on public highway users of works and activities on the borough’s highways network. This includes fulfilling the requirements of the New Roads and Street Works Act 1991 (NRSWA), the Traffic Management Act 2004 (TMA), and the London Permit Scheme (LoPS) to minimise disruption, delay, and congestion, and to coordinate works to enable the expeditious movement of traffic.

You will validate the accuracy of Permit Condition data supplied by works promoters and carry out performance monitoring as required under legislation, providing accurate and concise documentary evidence including photographs for live sites, reinstatements, Fixed Penalty Notices (FPNs), and s74 performance.

The role requires managing activities and work streams to ensure compliance with current legislation, technical guidance, and Approved Codes of Practice (ACoPs), including but not limited to:
- Traffic Management Act 2004
- Road Traffic Regulation Act 1984 (as amended)
- New Roads and Street Works Act 1991
- Specification for the Reinstatement of Openings in Highways – 4th Edition
- Safety at Streetworks and Roadworks Code of Practice
- Highways Act 1980
- The Traffic Signs Regulations and General Directions 2016
- Equality Act 2010

Experience
Proven working experience in coordination of works, S50 Licence applications, and other network management functions. Experience with compliance of ‘street works’ and ‘works for road purposes’ including sample inspections (Category A, B and C), defect inspections, works inspection reports, investigatory inspections, and inspection of works under S50 license. Knowledge of overrun charges and compliance with the Traffic Signs manual, especially the Safety at Streetworks and Roadworks Code of Practice.

Strong knowledge and experience in supervision and management of NRSWA 1991 inspections, street works coordination, SRoH, street works safety code of practice, and charges related to unreasonably prolonged occupation of the highway.

About you
You will be detail-oriented, able to manage multiple work streams, and committed to ensuring safety and compliance on the public highway. You should have excellent communication and coordination skills to liaise effectively with various stakeholders and ensure minimal disruption to the public.

Qualifications
Valid supervisor level certificates from S1 to S7 issued by the Street Works Qualifications Register are required.
