About the Role
As an Outreach Rough Sleeping Coordinator, you will play a vital role in Westminster City Council’s response to rough sleeping and homelessness. You will oversee rough sleeping, homelessness accommodation, and related services, ensuring support is coordinated and focused on helping individuals move away from street-based lifestyles. This role involves shaping strategy, driving innovation, and fostering collaboration among Members, partners, internal teams, and key stakeholders to reduce rough sleeping and support people with complex needs such as poverty, disadvantage, unemployment, and mental health challenges.
You will lead strategic projects and programmes of change, ensuring delivery against agreed outcomes and continuous service improvement. Partnership working is central to this role, requiring strong relationships across the Council and with external organisations to translate collaboration into practical support.
As a leader, you will guide service delivery, support teams through complex work, and ensure effective use of resources. Your focus will be on outcomes, empathy, and sound judgement to support people at some of the most difficult points in their lives. Experience
Substantial experience leading a significant service or function within a large, multi-disciplined organisation. Proven track record managing people, budgets, resources, and performance. Experience turning strategic objectives into operational plans and leading project, programme, and change management initiatives.
Strong financial and budget management skills, including business planning, quality, and performance management. Experience in procurement, supplier relationship management, and commercial thinking, with the ability to identify new opportunities and deliver value for money.
Comfortable working in complex political and service environments, building relationships with senior managers, partner organisations, communities, public agencies, and statutory bodies. Skilled in communication and stakeholder management to foster collaboration.
Understanding of local government issues, including legal, financial, and political contexts, and statutory responsibilities. Ability to work flexibly and collaboratively across departments and organisations to coordinate services and resolve shared challenges.
