About the Role
Costain is expanding its successful rail delivery and is seeking a Project Engineering Manager (Civil & Structural) to join the vibrant Engineering Design team. This role supports secured frameworks, projects, and consultancy commissions for Network Rail, HS2, Northern Powerhouse Rail, TfL, and East West Rail. You will lead multi-discipline engineering teams through the entire project lifecycle, from needs identification, optioneering, outline and detailed design, to delivery in a design and build environment. The role involves managing complex multi-disciplinary engineering design projects ensuring they are safe-by-design, sustainable, digitally enabled, cost-effective, compliant, and technically sound while meeting commercial delivery targets.

Key responsibilities include managing engineering resources, coordinating design interfaces with project partners, handling contractual communications, supporting risk and cost management, and reporting to senior management. You will ensure compliance with CDM PD/D, company and client governance, and health and safety policies. The role requires developing productive relationships, leading by example with company values, and collaborating with business development teams to support new opportunities. You will also assist Discipline Managers in mentoring staff and improving engineering processes, workflows, and standards.

This hybrid role requires time in the London office and project sites, with regular travel to Manchester. Short-term travel to company, supplier, or client offices or sites may be required.

Requirements

Experience
- Significant civil and structural design experience and multi-discipline team coordination on major rail sector contracts.
- Thorough knowledge of project delivery from work winning to handover.
- Understanding of UK technical and regulatory standards and global best practices.
- Proven leadership in process safety, quality, and environmental management.
- Strong knowledge of Project Controls including Schedule, Cost, Risk, and Change Management.
- Experienced in customer-facing roles with strong relationship development and influence skills.
- Effective written and verbal communication skills.
- Ability to work regularly from the London office (approx. 40% office-based) and travel as required.

Qualifications
- Honours Degree or equivalent qualification in an engineering-related subject.
- Chartered Engineer status and membership of a professional engineering institution (desirable).
- Association for Project Management qualification (desirable).
