Hybrid working based at any of UKHSA's Core HQs: Birmingham, Leeds, Liverpool, and London. Expect to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata) at one of these offices, which are modern, newly refurbished, and well connected by public transport.

About the Role
UK Health Security Agency (UKHSA) is seeking an experienced Senior Delivery Manager to join the Digital, Data and Technology (DDaT) profession. You will lead the successful delivery of complex digital products and services through multidisciplinary teams, ensuring alignment with user needs and the Government Digital Service (GDS) Service Standard. Operating across the full product lifecycle – Discovery, Alpha, Beta, and Live – you will ensure delivery practices support the development of sustainable, cost-effective, and high-performing digital services.

In this senior role, you will manage delivery across one or more teams working on complex, high-risk services or programmes. Your responsibilities include removing blockers, managing delivery risks and dependencies, coordinating stakeholders and suppliers, and maintaining focus on delivering outcomes that support UKHSA’s mission to protect the nation’s health.

You will also contribute to developing delivery capability across the organisation by coaching teams and promoting best practices in agile and lean delivery. The role may include line management responsibility for Delivery Managers, providing leadership, coaching, and professional development to strengthen delivery capability.

Key responsibilities include leading multidisciplinary teams, maintaining delivery momentum, ensuring compliance with GDS standards and UKHSA governance, managing delivery plans and budgets, facilitating collaboration across teams, managing supplier relationships and commercial arrangements, and supporting continuous improvement of delivery practices.

Requirements

Experience
- Demonstrable experience delivering complex digital products or services using agile and lean delivery practices.
- Experience leading or supporting multidisciplinary teams in a digital delivery environment.
- Strong understanding of the Government Digital Service (GDS) Service Standard and product lifecycle.
- Ability to identify and manage delivery risks, issues, and dependencies in complex environments.
- Experience communicating effectively with both technical and non-technical stakeholders.
- Experience planning, forecasting, and delivering work in uncertain or fast-changing environments.
- Experience managing suppliers or delivery partners to achieve delivery outcomes.
- Experience leading, mentoring, or line managing delivery professionals, supporting capability development within delivery teams.

Qualifications
- While no specific formal qualifications are mandated, knowledge of Government/public sector digital delivery is desirable.
- Experience in roles such as Scrum Master, Agile Coach, or Delivery Manager is advantageous.
- Experience commissioning delivery through commercial agreements such as Statements of Work is beneficial.
