About the Role
HS2 is Great Britain’s new high-speed railway, providing journeys between Birmingham and London, with services extending to Manchester, the North West, and Scotland via the conventional railway network. The new route includes 140 miles of track, four stations, two depots, 32 miles of tunnel, and 130 bridges. The first HS2 services are expected to run between Birmingham Curzon Street and Old Oak Common in London between 2029 and 2033. HS2 is currently procuring approximately 12 railway systems contracts worth over £4 billion for design, supply, construction, testing, commissioning, and maintenance along the London to Birmingham route.

Costain has successfully pre-qualified and tendered two major packages worth several hundred million pounds: Package 2 – Tunnel and Lineside Mechanical & Electrical Fitout (prime contractor) and Package 3 – High Voltage Traction and Non-Traction Power Distribution (50:50 joint venture with Siemens Mobility Ltd). Both packages involve large teams peaking between 125 and 175 full-time employees and workforces exceeding 500 people.

As a Senior Quantity Surveyor, you will be responsible for the efficient management and issuance of accurate, timely, and compliant contractual notices and correspondence. You will identify contractual and commercial risks and opportunities, prepare and agree applications for payment, maintain registers of variations, delays, extensions, and claims, and ensure consistent implementation of the company’s commercial policies and procedures.

You will assist with monthly progress valuations and claims, interface with customer commercial and project teams, produce pre-contract tender negotiations and reports, and prepare monthly cost reports, forecasts, and Contract Leader reports. Additional responsibilities include reviewing value management, advising on risk management, preparing and negotiating supply chain contracts, implementing change management and cost control, monitoring procurement plans, and providing contractual advice to project and site teams. You will also ensure compliance with health, safety, and environmental regulations and escalate any related risks appropriately.

Requirements

Experience
- Post-graduate commercial experience in the construction industry with a demonstrable track record of achievement
- Strong financial and commercial acumen
- Practical, methodical approach with logical thought process
- Extensive experience setting up and operating office management systems including filing and document control
- Proven ability in technical minute taking at contractual meetings and preparing reports, payment certificates, interim financial reports, and closeout reports
- Skilled in drafting effective contractual correspondence and facilitating collaborative solutions
- Proven negotiating and team leadership skills with the ability to motivate and influence
- Strong analytical skills and demonstrable legal, contractual, and construction knowledge

About you

Qualifications
- Holds an RICS or CICES accredited degree (essential)
- Senior Quantity Surveyors will hold or be nearing completion of full membership with RICS or CICES (desirable)
