About the Role
This senior leadership role is responsible for leading the commissioning and contract management of Community Equipment services, ensuring alignment with wider council priorities and delivering tangible outcomes for people and communities. You will set the strategic direction for long-term change, oversee commissioning activities, and use data and market insight to inform decisions on spending and service improvements. Working closely with senior stakeholders, health partners, and providers, you will build strong relationships and maintain alignment through periods of change. The role includes ensuring clear governance arrangements, robust financial controls, and strong performance oversight.
A key focus is driving smarter, sustainable approaches such as recycling and reuse of equipment, improving digital systems, and refining prescribing processes. This strategic leadership position aims to enhance service quality, achieve better value, and create more integrated, future-ready services.
About The Team
You will lead the commissioning and contract management of Community Equipment services to deliver high quality, value for money equipment that supports independence, improves outcomes, and reduces health and care inequalities. The role involves providing strategic leadership across the full commissioning cycle including needs analysis, service design, procurement, performance management, and continuous improvement. Working collaboratively with health and social care partners, providers, service users, and internal stakeholders, you will manage contracts effectively, mitigate risks, and ensure services remain responsive to changing demand and national policy.
You will oversee contract performance, quality assurance, and financial management, using data and intelligence to drive improvements and efficiencies. This role requires strong expertise in integrated commissioning, complex contract management, and partnership working within the public sector, with a focus on innovation, sustainability, and delivering excellent outcomes for residents.

Experience
Proven track record of leading and managing complex contracts in health and/or social care environments. Strong understanding of Community Equipment services and their role in supporting independence, prevention, and integrated care delivery. Experience across the full commissioning and contract management lifecycle, including needs analysis, service design, procurement, performance management, and continuous improvement. Skilled in using data, financial information, and performance frameworks to hold providers to account, manage risk, and drive service improvements.
