As part of the newly formed Commissioning, Insights & Delivery Division, the Strategic Commissioning Service uses evidence-based commissioning to deliver impactful services. The Strategy and Transformation Team supports the development of commissioning strategies that empower individuals and communities to make informed choices about their health and wellbeing.
We are seeking a Strategic Commissioning Manager to join the Strategy and Transformation Team. Reporting to the Commissioning Lead, you will lead the review and development of the commissioning strategy for the council’s statutory and non-statutory Information, Advice and Guidance (IAG) services. Your role will involve extensive consultation and engagement with voluntary, public sector partners, community groups, and residents to ensure services are needs-led, evidence-informed, and cost-effective.
Key responsibilities include leading consultations, building strong stakeholder relationships, evaluating engagement effectiveness, drafting consultation materials, organising workshops and surveys, and ensuring all feedback is accurately captured and reported. You will work collaboratively with partners to shape services that meet the council’s statutory obligations and community needs.

Experience
- Proven ability to plan strategically and develop high-quality services with strong provider, stakeholder, and service user involvement.
- Experience leading project teams and partnerships to achieve strategic goals and service improvements.
- Experience working with the voluntary and community sector.
- Demonstrated success in developing and implementing strategies to achieve financial efficiencies.
- Excellent project management skills with the ability to manage multiple priorities within tight deadlines.
- Strong data interpretation and financial analysis skills to deliver efficiencies through procurement or contract management.
- Proven experience in community engagement, stakeholder management, or project management.
- Excellent communication, negotiation, influencing, presentation, and report writing skills.
- Understanding of relevant policy and market landscapes.
