About the Role
London Borough of Newham is seeking two Team Leaders to support the new Solutions team within Newham HPAS. Working closely with the Senior Manager – Solutions, you will play a key role in transforming the Private Rent Sector (PRS) procurement team. Last year, the procurement team secured over 320 homes; with additional resources, the new team aims to secure more than 500 homes annually and strategically reduce the impact and cost of temporary accommodation.
In this role, you will manage a team of Private Rent Solution Officers and Tenancy Sustainment Officers, supporting them to secure at least 500 new private rented homes each year, ensuring tenancies are sustained and negotiating with landlords to retain current tenants.
The Team Leader will secure and maintain relationships with providers, manage procurement and sustainment officers to ensure best practice in case management, statutory compliance, and customer service, while ensuring resources are used strategically.
This role is crucial in limiting the increase of households in temporary accommodation in Newham and aims to contribute to a significant reduction over the next five years.
Experience
Proven leadership experience in housing, homelessness, or private rental sector engagement.
Demonstrable success in securing private rented accommodation for a Local Authority homelessness service.
Strong negotiation and stakeholder management skills.
About you
Good understanding of challenges and opportunities in accessing private rented housing for vulnerable households.
Ability to manage and motivate a team of up to 12 officers.
Strategic thinker with the ability to identify trends, risks, and opportunities in the local rental market.
Excellent communication skills and ability to represent the council at local forums.
Committed to working collaboratively with housing officers, legal services, and external stakeholders to improve outcomes and reduce reliance on temporary accommodation.
Qualifications
Knowledge of the PVII Housing Act 1996 as amended by the Homelessness Reduction Act 2017 is desirable.
Willingness to complete internal training academy courses upon commencement of the role.
