As part of our commitment to provide care closer to home, in 2017 we also opened a cancer centre and a kidney treatment centre at Queen Mary’s Hospital in Sidcup. St Thomas’ has one of the largest critical care units in the UK and one of the busiest emergency departments in London. It is also home to Evelina London Children’s Hospital. Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England including cardiac, renal and critical care services. We lead a number of specialist service networks aiming to ensure children are treated locally where possible, but have access to specialist expertise when they need it. Our community services include health visiting, school nursing and support for families of children with long-term conditions. Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients. In February 2021 the Royal Brompton and Harefield joined Guy’s and St Thomas’ NHS Foundation Trust, bringing together world-leading expertise in the care and research of heart and lung disease. Job overview The Deputy Chief Executive’s Office is home to CITI – the Centre for Innovation, Transformation and Improvement at Guy’s & St. Thomas’ NHS Foundation Trust. CITI is our answer to that challenge, aiming to make our services fit for the future by drawing on best practice, in-house expertise and the latest technological developments from industry The newly created function co-locates multi-faceted teams to provide the focal point for clinical innovators and services seeking to translate ideas, innovations and opportunities for improvements into clinical practice. The Centre aims both to incubate, implement and commercialise innovations (through CITI Innovation), and deliver large and complex transformation and improvement programmes (through CITI Delivery). This includes novel therapies and digital technologies such as AI and automation. To do so, work closely with our specialist partners across other GSTT departments, such as medical physics and the Data Technology and Informatics, as well as from industry and other areas of the health and social care system. Main duties of the job There is now a unique leadership opportunity for a newly created role of Associate Director CITI Delivery. We are looking for a candidate with subject matter expertise in quality improvement, and a track record of leading large and complex transformation programmes, whether in healthcare or wider industries. The post holder will be the Trust’s leading expert in the theory and practice of improvement, transformation and programme management. The post holder will act as ambassador for CITI across GSTT and externally, collaborating closely with senior internal and external stakeholders. We are looking for a dynamic individual who is driven to fulfil CITI’s ambitions to be an exemplar internationally of a function that stimulates and delivers leading innovation, transformation and improvement. The post holder will lead a number of multi-year, multi-million pound programmes and direct large teams across a number of departments/clinical groups to scope, plan, deliver and measure change initiatives aligning to the Trust’s largest priorities. The DCE is the Executive Director responsible for leading and implementing the Trust’s strategy for innovation and improvement, which aims to develop an ecosystem that encourages the acceleration of new knowledge and capabilities and learn from best practices globally, to deliver improvements in patient care, research and education at scale. CITI co-locates multi-faceted teams to provide the focal point for clinical innovators and services seeking to translate ideas or early stage products or improvements into clinical practice. The Centre aims both to incubate and deliver innovations and improvement ideas, projects and programmes, working alongside and for its clinical customers for the benefit of patients. CITI builds on industry best practice in taking innovation from concept to practice. It aims to foster a culture of innovation and improvement throughout the Trust, and acts as the intellectual home of our core change methodologies. CITI aims to improve the adoption of new clinical technologies with an agile operational model, delivering a data-driven approach to evaluating performance of novel technologies, creating a sustainable culture of innovation in clinical and operational workforce, and to build partnerships with academia, industry, investors, our communities and key Stakeholders. Detailed job description and main responsibilities Key member of the CITI Senior Leadership team and Delivery Leadership Team Develop management and operational processes to govern, monitor, track and report on the activities of the Delivery function Develop communication tools which serve to engage employees and create transformation and improvement opportunities and conversation at all levels in the Trust Be a member of the Major Programme Board to provide Subject Matter Expertise, and represent CITI, CITI Delivery, as well as the Clinical Groups and Programmes the post-holder leads on Lead the CITI prioritisation process for improvement, transformation and improvement opportunities that sit in the pipeline of initiatives for CITI, attending board meetings to advise the Executives at GSTT on strategic direction for complex programmes and CITI Delivery resource Line management responsibility for a number of CITI Delivery teams and other programme staff across a number of Clinical Groups to ensure support is in place for the Clinical Groups to achieve, and exceed, if possible, their performance goals Monitor the development needs of the CITI Delivery team and put in place capability development programmes to ensure the team’s skills and knowledge are fit for purpose Design, facilitate and lead Delivery team meetings and regular meetings with other stakeholders including external agencies and partners Work with others in CITI and senior multi-disciplinary staff on pre-empting problems and misunderstanding in relation to the CITI offering Provide senior level improvement, transformation, change management and programme management expertise with specific responsibility for delivering the vision for the subject matter expertise below outlined in the next section and for CITI more broadly Be responsible for an ongoing programme of audit and assurance relating to delivery projects. This will include designing and carrying out programme assurance in line, with best practice, for a range of projects and programmes across Clinical Groups outside of the post holders direct control i.e. independent and objective programme assurance and reporting. Scoping, Commissioning and Directing programmes Take the organisational lead for key change initiative where the complexity and/or cross organisational impact (incl. financial) requires senior and experienced leadership to ensure delivery Provide effective leadership to multiple, long term strategic plans for sustainable service development, improvement and transformation at service and Trust level. This will involve working across Trust and the wider SEL boundaries, in new and existing areas of change, complex interdependency mapping and managing both fixed and ambiguous requirements such as detailed business planning targets and large-scale change programmes Responsible for improvement, transformation and change initiatives that will be associated with multi-million-pound financial benefits, including identifying and securing commitment to change, engaging and managing stakeholders in order to deliver effectively and influencing existing opinions to sustain change Responsible for the development of solutions that meet the specification of the end user/client Ensure the programmes are resourced effectively including commissioning external support where required, managing those suppliers and leading blended teams (including CITI Delivery Team members, Clinical Group staff members and external providers) Lead and work with others to understand and track complex interdependencies and delays between different parts of the service or programme Influence and direct staff allocated to work on particular programmes, ensuring they meet expected levels of performance and receive appropriate support and development in order to build an effective internal consultancy Provide direction and ensure that all Delivery team staff, especially those aligned to the transformation and programme management capability group have the necessary skills and experience to operate as an effective internal consultancy and delivery unit Have direct contact with patient and service user representatives to ensure Delivery initiatives are delivered with coproduction and collaboration at their core Responsible for managing and assessing a complex range of data and making informed recommendations which are focussed on outcomes that meet external and internal customers’ and patient needs Design innovative and workable approaches to gathering information and data collection systems. This will include information gathering where data is difficult to get and interpret Use data-driven presentations to challenge existing work practices and beliefs for varying audiences Produce written documentation, including status reports, information/data/reports as required for service and clinical management up to Executive level, bids for funding and explanations of technical and complex issues. Ensure communication is appropriate for target audiences. Make recommendations and present findings at all levels throughout the Trust Be responsible for an ongoing programme of audit and assurance relating to delivery projects. Clinical Group Leadership and Account Management Be responsible for developing and maintaining effective relationships with members of the following Clinical Groups: Integrated and Specialist Medicine, and Women’s and Children’s Work closely with members of the Clinical Groups’ Executive teams to maintain an overview of the improvement and transformation initiatives within the Clinical Group; Develop and maintain a deep understanding of the structures, processes and challenges the Clinical Group faces; Represent he Clinical Groups’ needs in CITI and Trust-wide forums – e.g. CITI Prioritisation and Major Programme Board; Identify and monitor interdependencies between programmes of work, and with other Clinical Group initiatives Subject Matter Expertise for Digital optimisation and transformation, Improvement science and business performance systems, Evaluation and Measurement, Design Thinking and Experience-based co design, and Patient and Public Engagement Work effectively and collaboratively with all levels of the organisation acting as a subject matter expert, advising the Executives and other senior leaders on the above capability groups Lead on the development and delivery of a comprehensive business management framework for the above capability groups within the Delivery function. Including; developing core methodologies, establishing and growing a community of practice, developing supporting learning and development materials and courses, designing and leading events to engage staff across the Trust and across the network Lead the development of the improvement, transformation and programme management capability within CITI to support the implementation of the clearly identified transformation and improvement approach within the Trust Build organisational improvement, transformation and programme management capability based on sharing information and learning Act as the improvement and transformation expert and champion to lead, manage and embed improvement and transformation methodologies across all functional areas in the Trust, including and training/mentoring employees on improvement, transformation and programme management approaches Lead the above capability groups in ensuring regular interpretation of the benefits of CITI’s work in terms of improved patient and service user experience and other core CITI KPIs System wide leadership and Partnership Working Represent CITI in external forums, and promote CITI’s approaches, programmes and offer externally; Manage strategic partnerships and relationships with partner organisations, public health and social care organisations, wider public sector organisations and private enterprises to advance CITI’s ambitions; Use those relationships to lead establishing and nurturing rotating work placements into the CITI Delivery team with Strategic Partners, such as large professional services firms, the Civil Service Fast Stream, NHS Graduate Management Trainee scheme and internal GSTT Clinical Groups; Promote and advocate CITI’s activities, visions and plans with external partners, identifying opportunities for interdependent programmes and growth For full details, please refer to the Job Description and Person Specifications document.
