Position Summary
As a key technical expert, you will provide estimates to design and construction teams for Irish bids and support Ferrovial Construction’s Irish bids pipeline portfolio. You will take full responsibility for construction activities including input into head contracts, subcontracts, procurement, budgeting, cost control, delivery, and project cash flows for tenders in Ireland.

You will foster innovation by introducing new work practices, construction methods, and materials to enhance efficiency and profitability. Collaborating with the bid team, you will contribute to strategic business planning and develop ideas that support winning bids.

You will develop a best-in-class construction management framework for tendering activity in Ireland, ensuring transparency in time, cost, and profit across bids while focusing on KPIs and client deliverables. Coordination with the tender design team will ensure planned changes meet client specifications.

Supporting pre and post design and construction phases, you will prepare technical and engineering resources, review subcontractors and materials, and assist the Bid Project Director in developing winning strategies and integrated project controls.

You will mentor UKIE bidding team members, manage project staff, coordinate with Madrid Bidding Team and JV partners, and identify complex construction risks and opportunities.

Post-Award/Handover & Delivery Phase
Together with the bid team, you will identify and implement processes to improve construction phase efficiency and productivity. You will manage the project according to the construction management plan and oversee the construction team in line with Ferrovial’s talent and performance cycles.

You will ensure all H&SE, HR, Finance, Quality, and Legal processes are established before operations commence, work closely with clients and partners to monitor project objectives, prepare detailed performance reports, and ensure project works comply with the management plan.

Requirements

Experience
Tertiary qualifications in Civil Engineering, Construction Management, or a related field.
Extensive experience in estimation roles within Water, Ports or Maritime, and/or Tunneling and Rail infrastructure industries.
Solid exposure to commercial construction environments with multi-disciplinary technical experience, preferably on large-scale complex infrastructure projects.
Demonstrated experience managing major construction compliance and regulatory requirements.
Experience working within project-oriented teams and coordinating project and site meetings with tender teams, subcontractors, and suppliers.

Ability to lead clients and protect Ferrovial's interests through varying RIBA stages, identifying scope maturity and risks.
Strong awareness of contract administration, planning and programming techniques, and industry standards including CDM, SHE, and Quality Assurance.
Knowledge of construction scheduling using Primavera P6 and Power BI.
Good understanding of NEC contracts and civil engineering measurement.

Qualifications
Tertiary qualifications in Civil Engineering, Construction Management, or related disciplines are required.

Responsibilities and Duties
A) General Responsibilities:

- Manage pre-contract, bid, and construction phases in coordination with the Project Director.
- Provide advice on risks, project controls, and technical support during construction.
- Deliver regular detailed reports on construction team status and activities.
- Oversee construction activities ensuring compliance with specifications, contracts, and standards.
- Collaborate closely with Project Managers and Engineers for safe project delivery.
- Update project schedules and plan site works around procurement and delivery dates.
- Manage subcontractors and directly hired trades labor efficiently.
- Coordinate all construction resources including personnel, plant, equipment, subcontractors, and suppliers.
- Ensure plant and equipment maintenance aligns with construction schedules and port permissions.
