As a Bid Construction Manager, you will act as a key technical expert providing estimates to design and construction teams for bids in Ireland. You will support the Irish bids pipeline portfolio, managing multiple initiatives and client interfaces effectively. You will take full responsibility for construction activities including input into head contracts, subcontracts, procurement, budgeting, cost control, delivery, and project cash flows for tenders.

You will foster innovation by introducing new work practices, construction methods, and materials to enhance efficiency and profitability. Collaborating with the bid team, you will contribute to strategic business planning and develop ideas that lead to winning bids. You will develop a best-in-class construction management framework for tendering activity in Ireland, ensuring transparency in time, cost, and profit across bids while focusing on KPIs and client deliverables.

Additional responsibilities include coordinating with the tender design team, supporting pre and post design and construction phases, mentoring UKIE bidding team members, managing project staff, coordinating with Madrid Bidding Team and JV partners, and identifying and resolving complex construction risks and opportunities.

In the post-award and delivery phase, you will help develop and implement processes to improve construction efficiency and productivity, manage the project according to the construction management plan, ensure compliance with H&SE, HR, Finance, Quality, and Legal processes, and maintain strong client and partner relationships.

Experience
Tertiary qualifications in Civil Engineering, Construction Management, or a related field. Extensive experience in estimation roles within Water, Ports or Maritime, Tunneling, and Rail infrastructure industries. Solid exposure to commercial construction environments with multi-disciplinary technical experience, preferably on large-scale complex infrastructure projects. Demonstrated experience managing major construction compliance and regulatory requirements. Experience working within project-oriented teams and coordinating project and site meetings with tender teams, subcontractors, and suppliers.

Ability to multi-task and perform well under pressure to meet deadlines. Highly motivated and professional attitude with calm and effective people management skills. Strong leadership and negotiation capabilities with a deep understanding of construction principles and the relationship between delivery teams and commercial functions. Contractual and legal acumen to interpret and negotiate terms pre- and post-contract. Experience dealing with multiple project stakeholders including design teams, quality, H&S, Project Controls, clients, and advisors. Ability to lead clients and protect Ferrovial’s interests through varying RIBA stages, identifying scope maturity and risks.

Qualifications
Knowledge of contract administration, including discharge of obligations and data management. Proficiency in planning and programming techniques and processes. Familiarity with industry technologies and standards including CDM, SHE, and Quality Assurance of project controls systems within major civil engineering projects. Experience with construction scheduling tools such as Primavera P6 and Power BI. Excellent knowledge of measuring civil engineering works and a good understanding of NEC contracts.

Responsibilities
Maintain knowledge of and comply with all Ferrovial Construction policies and procedures. Uphold the Ferrovial Group Code of Ethics and represent the company professionally. Demonstrate safety leadership and participate actively in safety activities. Manage pre-contracts, bid, and construction phases in coordination with the Project Director. Provide advice on risks, project controls, and technical support during construction. Oversee all construction activities ensuring compliance with specifications, contracts, and standards. Collaborate closely with Project Managers and Engineers for safe project delivery. Update project schedules and plan site works to meet deadlines. Manage subcontractors, trades labor, plant, equipment, and coordinate resources efficiently. Ensure plant and equipment maintenance aligns with construction schedules and port permissions. Liaise with clients and operational groups, adhering to port site safety regulations and standards.
