About the Role
Hackney is one of the most dynamic and progressive local authorities in the UK. We are a resilient, vibrant, and creative borough in the heart of London, with strong, diverse communities and a powerful set of shared values. Over the past twenty years, the Council has built up first-class services, outstanding public infrastructure, and a reputation for excellence, innovation, and ambition. We are leading the way on essential work such as our fight for equity in Hackney with a particular focus on becoming an actively anti-racist borough. We are also proactive in promoting fairness across gender, neurodiversity, and the poverty divide.

The London Borough of Hackney is seeking a skilled Building Surveyor to join our Technical Services Team within the Hard Facilities Management division. You will deliver an effective, reliable, customer-focused service to Council stakeholders and the wider community.

Your role will involve supervising and managing repair and renewal works across the Borough’s property portfolio. You will assist in undertaking condition surveys of a wide variety of non-residential properties and help maintain robust programmes to ensure all properties comply with current statutory regulations.

You will support the Strategic Property Services team by providing building survey and inspection advice related to contractual obligations, schedules of condition, and dilapidations. You will offer expert technical advice on design, condition, capacity, suitability, and statutory compliance monitoring of building installations, advising Council stakeholders accordingly.

Reporting to the Technical Services Manager and Senior Building Surveyor, you will help manage the wider team to ensure all Council buildings are maintained to agreed standards. Using your building knowledge and technical expertise, you will play a critical role in enabling Hackney Council to deliver its services and meet corporate objectives across a diverse corporate estate of approximately 600 properties, including commercial offices, libraries, community halls, temporary accommodation, and voluntary sector buildings.

You will prepare expert technical reports, appraisals, measurements, costings, and estimates for various surveys, including maintenance repairs, voids, disrepair, and minor projects.

It is expected that you have a sound and detailed knowledge of Building Regulations, procurement routes, construction practices, building contracts, and legal compliance.

As a Council, our most outstanding asset is our staff, who are highly dedicated to serving our residents and committed to our organisational goals. We strive to be a place where residents and staff can be proud, celebrate diversity, and feel valued, included, and involved. We seek people who are Proud, Ambitious, Pioneering, Open, Proactive, and Inclusive.

Requirements

Experience
Proven experience in building surveying, including supervision and management of repair and renewal works. Experience in undertaking condition surveys of non-residential properties and preparing technical reports, appraisals, and cost estimates. About you
You are a skilled and motivated professional with strong technical expertise and the ability to provide expert advice on building design, condition, capacity, suitability, and statutory compliance. You are committed to delivering high-quality, customer-focused services and working collaboratively within a team. You share the Council’s values of pride, ambition, pioneering spirit, openness, proactivity, and inclusivity.

Qualifications
You must hold a relevant degree or equivalent qualification in Land Management, Surveying, Construction, Building Strategy formulation, development and implementation, or a related field. A qualification with The Royal Institute of Chartered Surveyors (RICS) is desirable.
