This role is based within our Public Space Surveillance (PSS) Team, responding to incidents such as terrorist attacks, floods, fires, or any disruption affecting the people or infrastructure of Hackney. The PSS Team provides the Borough with centralised Public Space Surveillance capability, offering experience, expertise, and knowledge in the operation of CCTV systems.

The team manages legislative expertise for council CCTV users and external partners and operates an Automatic Number Plate Recognition system that provides alarms to Public Space Surveillance Operators and the Police. The engineering works include maintaining a network of 150 km of underground ducts containing optical fibre cable supporting the council’s CCTV and ICT systems, as well as a radio service for all council services. These services operate continuously, 24 hours a day, all year.

As a Technical Supervisor, you will provide a central key resource to the PSS Manager, ensuring high-quality, reliable, flexible, and proactive support. Your duties will include inspecting contractor work, verifying requests for additional materials and time, updating software on computers, and ensuring proper functionality.

You will devise training instructions and produce distance learning modules for Public Space Surveillance Operators, install small projects such as one to three Town Centre cameras in public spaces, assist in larger installation projects, and develop engineering solutions for surveillance needs including relocatable cameras. You will also measure contractor work on Highways to verify claims.

Additionally, you will assist the Service Manager in liaising with radio contractors to maintain the Council’s radio systems and ensure records are up to date, while ensuring Automatic Number Plate Recognition cameras function correctly and data sent to the Police is accurate and complete.

Experience
- Minimum of two years operational, technical supervisory, or administrative experience within Public Space Surveillance.
- Proven organisational experience and ability to communicate effectively at all levels.
- Experience or enthusiasm for CCTV or allied technical matters; training will be provided to fill knowledge gaps.

- Ability to maintain an average attendance of 3 days per 5-day working week, with flexibility to work full weeks as required.
- Keen interest in technical matters, such as building PCs or radio-controlled vehicles, is desirable but not essential.

Qualifications
- Possession of a BTEC Diploma or equivalent qualification in CCTV, or demonstrable commitment to completing relevant training with evidence of ongoing progress (e.g., BTEC qualifications or equivalents in Public Space Surveillance).
- Formal qualifications or professional experience in Data Protection legislation and compliance, ideally within the scope of Public Space Surveillance.
- A valid manual driving licence, as driving duties are an essential requirement of the role.
