The Housing Management Service has recently been reviewed and, as a forward-thinking organisation, we are eager to adapt to the changes in how our residents want to access housing services. Housing is a critical priority for us at Hackney. Ensuring the highest standards of housing management across our 30,000 council homes is paramount. The return of our ALMO some twenty months ago provided an opportunity to set a new vision, purpose, and pace for Housing.

The Procurement Category Officer is a key role within the Property and Asset Management team, responsible for supporting multi-million pound procurement projects from inception to completion. The post-holder must remain flexible to manage various other housing procurements as required.

In this role, you will provide critical support to the Procurement Category Manager in managing a comprehensive pipeline of procurement activities. Your primary focus will be ensuring that all contracts are executed on schedule and deliver optimal value for money, while strictly adhering to internal governance protocols and the Procurement Act 2023.

While prior experience within the property, housing, or construction sectors is advantageous, familiarity with the Building Regulations 2010 and the Building Safety Act 2022, as well as a working knowledge of JCT and NEC contract forms, is highly desirable.

Working closely with the Procurement Category Manager, your responsibilities will include:
- Providing advice on the Council’s procurement processes and best practice
- Project management of procurement work-streams
- Sourcing providers for various requirements
- Drafting tender and contract documents
- Managing the contract award process

You will be expected to specify, tender, and recommend the award of contracts within certain classes of contract activity to gain familiarity with specialist service considerations. Larger, more complex procurements will be carried out by the Procurement Category Manager with your support.

Key Accountabilities:
- Organise and deliver all work on time and to agreed quality standards
- Ensure all work complies with Council policies, practices, and statutory requirements
- Consistently apply the Council’s Human Resource and Equality Standards, promoting equality of opportunity and collaborative working across the Council
- Maintain awareness of procurement’s role within the Council’s organisational context and uphold the Council’s values and beliefs
- Communicate clearly, confidently, and authoritatively
- Assess own priorities daily and set objectives and deadlines accordingly

Experience
Experience within property, housing, or construction sectors is advantageous but not essential. Familiarity with Building Regulations 2010, Building Safety Act 2022, and contract forms such as JCT and NEC is highly desirable.

Qualifications
Working towards or holding a relevant professional procurement qualification (e.g., MCIPS) is desirable. Actively pursuing or holding CIPS Level 4 or working towards MCIPS status is preferred. Appropriate professional experience may be considered in lieu of formal qualifications.
