About the Role
This role sits at the point where policy intent becomes practical, deliverable change. You will support policy development across the Access Reform Programme, helping teams shape options, build evidence, manage governance and assurance, and translate emerging policy positions into clear plans for delivery. Your day-to-day activities will include structuring complex problems into clear work packages, coordinating policy options by integrating evidence, operational insight and stakeholder input, and producing decision-ready products such as briefing notes, options papers, recommendations, and governance packs. You will set up and maintain the programme rhythm to enable policy development at pace, track policy milestones, and ensure alignment with agreed timeframes. Maintaining a proportionate approach to risk, assurance and readiness will be key, ensuring decisions are supported by appropriate evidence and demonstrating quality, transparency and traceability. You will also work closely with colleagues to plan implementation pathways early, ensuring policy is designed with delivery in mind and implications across people, process, data/technology, and operations are understood. As a key enabler for policy teams, you will create structure, clarity and confidence so policy can progress smoothly through governance and be effectively implemented in practice.

You will join the System Operator's Policy & Reform team, working on the Access Reform Programme. The team focuses on shaping and delivering reforms that improve how access-related decisions are developed, evidenced, communicated and progressed, valuing clear evidence-led thinking, strong agile governance, good judgement, integrity, transparency, and continuous improvement. You will collaborate closely with policy colleagues, programme professionals and subject matter experts, engaging with a range of stakeholders across Network Rail and the wider industry. While support will be provided to build your knowledge, you are expected to bring structure and momentum from day one.

Duration: Secondment or Fixed Term Contract for 2 years with potential to extend or become permanent. (Secondments require line manager approval.)

Requirements

Experience
- Delivering business change on a large scale
- Understanding of the rail industry
- Demonstrated credibility and impact with senior stakeholders
- Effective interpersonal skills and ability to influence to enable change through others
- Ability to work well under pressure in a rapidly evolving environment

You bring strong organisation, analytical thinking and governance skills to help shape high-quality policy outputs and translate them into deliverable plans, processes and materials. Qualifications
Educated to degree level or equivalent
Excellent communication and presentation skills
