About the Role
The Business Compliance & Regulatory Change Manager is a first line of defence (1LoD) advisory role responsible for identifying, assessing, and managing regulatory and regulatory change risk across the FTSE Russell business. This role provides proactive, embedded regulatory advice to the business, ensuring regulatory requirements are translated into practical, scalable controls and embedded into business-as-usual operations. Sitting within the Regulatory Risk and Controls function, the role supports safe product innovation, strong governance, audit readiness, and regulatory confidence across FTSE Russell, working collaboratively with a wide range of internal and external stakeholders.
Role Responsibilities & Key Accountabilities
1LoD Regulatory Advisory & Business Partnership
Act as a trusted, embedded regulatory advisor to Product, Engineering and Operations teams across the full benchmark lifecycle, from product innovation through to BAU operation. Provide pragmatic, real-time regulatory guidance to support new benchmarks, methodology changes, custom indices, new product lines, and new asset classes. Support regulator and client-facing activity, including regulatory queries, due diligence requests and data submissions.
Horizon Scanning & Regulatory Change Risk Management
Identify, assess, and manage regulatory developments impacting FTSE Russell across jurisdictions (including UK, EU, and globally). Perform regulatory impact assessments and gap analysis, translating regulatory change into clear business actions, remediation plans and control enhancements (including ESG / anti-greenwashing risk, operational resilience, and third party risk). Maintain oversight of regulatory change risks, dependencies, and delivery status across the business.
Regulatory Remediation, Audit & Assurance
Lead first line coordination of internal and external audits and assurance engagements (e.g. UK BMR, EU BMR, IOSCO, etc). Own and track regulatory remediation plans, actions and evidence through to closure, ensuring outcomes are sustainable and embedded into BAU. Maintain clear audit trails and regulatory artefacts to support ongoing supervisory engagement.
Governance, Controls & Policy
Maintain and enhance policies, standards and controls, ensuring traceability from regulation to control objectives and evidence. Support the effective operation of regulatory governance forums, including clarity of accountability, escalation and decision-making. Contribute to the development of regulatory MI, obligation mapping, and regulatory tooling.
Resilience & Risk Culture
Provide regulatory input into operational resilience, outsourcing, third-party and related risk activities. Support incident management and resilience activities to ensure regulatory expectations are met and evidenced. Promote a strong risk culture through early issue identification, appropriate escalation, and risk-based decision-making.

Experience
Relevant professional qualification or equivalent experience in regulation, compliance, or risk within financial services. Strong experience in a first or second line advisory regulatory role within complex, regulated organisations. Good understanding of financial services regulation and governance; experience with benchmark regulation and regulatory change is strongly desirable. Proven ability to translate regulatory requirements into practical business actions and controls. Strong stakeholder management skills, with confidence engaging senior stakeholders across the business and externally. Excellent written and verbal communication skills, with experience producing high-quality regulatory and governance materials.
