About the Role
You will support the Council’s organisational resilience through business continuity arrangements, providing knowledge and expertise to support departments. Supporting the Business Continuity Manager, you will assist in plan reviews, new plans, threat mitigations, impact and risk assessments, and testing arrangements, whilst engaging with departments as part of the Business Continuity Programme.
You will support the delivery of the Council’s statutory duties as a Category 1 responder under the Civil Contingencies Act 2004, working collaboratively to embed operational resilience and business continuity across the Council. This includes undertaking an administrative role within the statutory Borough Resilience Forum and wider multi-agency arrangements.
Key responsibilities include supporting the implementation of statutory duties, preparing business impact assessments, risk assessments, and business continuity plans, testing arrangements, participating in the Council’s 24/7 corporate crisis response arrangements, coordinating the Corporate Emergency Response Team, and providing timely advice to senior officers and elected Members. You will assist in managing the Borough Emergency Control Centre during emergencies, support briefings on organisational resilience and emergency planning, design safety and security measures for events, coordinate responses to unplanned incidents, and maintain communication channels with emergency services.
You will maintain up-to-date knowledge of civil contingency legislation, associated procedures, and guidance, and maintain competency for the role.
Experience
- Experience in the delivery of business continuity functions with the ability to deputise for the Senior Business Continuity Officer.
- Experience participating in a wide range of projects and activities including multi-agency exercises.
- Knowledge and experience of business continuity, multi-agency crisis response protocols, regional plans, and recovery protocols.
- Experience applying principles of risk assessment to business continuity.
- Ability to participate in crisis response on-call rota in tactical or advisory roles and attend incident scenes within 90 minutes.
- Ability to maintain divisional emergency plans in conjunction with team managers.

- Flexible approach to new or emerging challenges affecting civil protection and resilience.
- Willingness to work outside normal office hours as required for emergency response and event attendance.
