About the Role
You will support the Council’s emergency preparedness through crisis response arrangements, providing knowledge and expertise to support resilience. Supporting the Civil Contingency Manager, you will assist in plan reviews, new plans, threat mitigations, impact and risk assessments, and testing arrangements, whilst engaging with departments and partners as part of crisis response plans.

You will support the delivery of the Council’s statutory duties as a Category 1 responder under the Civil Contingencies Act 2004, working collaboratively to embed operational resilience and business continuity across the Council. This includes undertaking an administrative role within the statutory Borough Resilience Forum and wider multi-agency arrangements.

Key responsibilities include supporting the implementation of the Council’s statutory duties, preparing business impact assessments, risk assessments, and business continuity plans, and testing these arrangements. You will participate in the Council’s 24/7 corporate crisis response arrangements, supporting the coordination of the Corporate Emergency Response Team and providing timely advice and recommendations to senior officers and elected Members.

Additional duties involve assisting in managing the Borough Emergency Control Centre during emergencies, supporting briefings on organisational resilience and emergency planning, designing safety and security measures for events, coordinating responses to unplanned incidents, maintaining communication with emergency services, and keeping up-to-date with civil contingency legislation and guidance.

This role requires flexibility to work outside normal office hours as part of emergency response and attendance at events.

Requirements

Experience
Experience in delivering emergency planning functions with the ability to deputise for the Civil Contingency Manager.
Experience participating in a wide range of projects and multiagency exercises.
Knowledge of emergency preparedness, multiagency crisis response protocols, regional plans, and recovery protocols.
Experience applying principles of risk assessment to emergency planning.
Ability to participate in crisis response on-call rota and attend incident scenes within 90 minutes.
Ability to maintain divisional emergency plans in conjunction with team managers.

Skills to assess competency of crisis response team members and identify training needs.
Flexible approach to emerging challenges affecting civil protection and resilience.
Willingness to work outside normal office hours when required.
Ability to prioritise work according to risk or threat.

Qualifications
Educated to degree standard or equivalent relevant professional qualification.
Commitment to maintaining competency for the role and up-to-date knowledge of civil contingency legislation and guidance.
