About the Role
Hackney Council is seeking an experienced and highly motivated Capital Project Manager to lead the borough-wide Community Halls Strategic Review. This high-profile, time-limited role involves managing a comprehensive review of approximately 79 HRA-funded community halls and community spaces. The review is part of the wider Who Owns Hackney programme and aims to shape the future use, investment, and management of these vital community assets.

The role requires quickly understanding a complex portfolio, synthesising technical, financial, operational, and community evidence, and producing clear, practical recommendations alongside a deliverable long-term strategy.

The Capital Project Manager will work closely with Property and Asset Management, Regeneration, Resident Participation, Community Halls teams, elected Members, residents, and community organisations to establish a robust evidence base and develop strategic investment priorities. Responsibilities include leading the review from mobilisation through to final recommendations and implementation planning, managing project governance, risks, dependencies, milestones, and reporting, and preparing clear reports for senior officers and governance boards.

This role demands credibility, independence, momentum, and ownership of a complex programme within a dynamic and progressive local authority committed to serving its diverse communities.

Requirements

Experience
- Strong project and programme management skills with a proven track record of delivering to time, cost, and quality.
- Experience developing options appraisals, business cases, and investment programmes.
- Strong analytical skills with the ability to integrate incomplete or conflicting technical, financial, and operational evidence.
- Experience in financial analysis, budget management, and assessing value for money.
- Excellent stakeholder management skills, including working with senior officers, elected Members, residents, community organisations, and technical specialists.
- Demonstrated professional judgement and confidence to provide clear, evidence-based recommendations, including when these may be challenging or unpopular.
