About the Role
Are you an experienced project leader with a passion for high-impact infrastructure? The London Borough of Hackney is seeking a dynamic Capital Project Manager to join our Property and Asset Management team. This is a unique opportunity to lead multi-million-pound housing investment and capital schemes from initial inception through to successful completion.
Working under the Head of Capital Delivery, you will not only manage construction projects but also be instrumental in maintaining the quality, safety, and longevity of Hackney’s housing stock, directly impacting the lives of our residents.
In this pivotal role, you will take ownership of the full project lifecycle. You will act as the contract administrator for framework and standalone agreements, lead site meetings, conduct technical reviews, and ensure every project—from procurement to final sign-off—is delivered on time, within budget, and to the highest standards.
You will lead a multidisciplinary team including quantity surveyors, clerks of works, and resident liaison officers, ensuring clear communication and seamless project execution. Your technical expertise will be crucial in managing CDM requirements, risk mitigation, and ensuring all works comply with legislative and Council standards.
Beyond technical delivery, you will be the face and voice of the Council for your projects. Acting as an expert spokesperson, you will provide professional, clear, and authoritative advice to senior management, Councillors, and the public. Whether navigating complex legal enquiries or leading resident consultation meetings, your ability to articulate project goals and resolve issues will be essential.
We are looking for someone with a degree-level qualification in a relevant discipline (or equivalent significant experience in construction and contract administration) combined with the resilience to problem-solve and the empathy to ensure our community’s needs are heard throughout the process.
As a Council, our most outstanding asset is our staff, who are highly dedicated to serving our residents and committed to our organisational goals.
If you want to work in a place where you can represent our values and achieve the best for our residents, please apply. We operate a fair and open anonymous selection process and do not accept supporting statements or CVs. You will need to create an account and complete competency-based questions as part of your application.
We value authenticity and encourage candidates to showcase their unique knowledge and skills in their own voice. This application process replaces a supporting statement.
Closing date for applications: 18 October 2026 (22.59)
Interview date: 02 November 2026
Please note we reserve the right to close applications early if a high number of applications are received.
We are working towards a vision to be a place for everyone; where residents and staff can be proud, where diversity is celebrated, and where everyone feels valued, included, and involved. We look for people who are Proud, Ambitious, Pioneering, Open, Proactive, and Inclusive.
Hackney Council is committed to eradicating discrimination on the basis of age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex, and sexual orientation. We also work to eliminate discrimination and disadvantage caused by social class and welcome applications from disabled people and those interested in flexible working.
