Guy’s and St Thomas’ is among the UK’s busiest and most successful NHS foundation trusts. We provide a full range of hospital and community services for people in south London and as well as specialist care for patients from further afield including cancer, renal, orthopaedic, respiratory and cardiovascular services. Guy’s is home to the largest dental school in Europe and a £160 million Cancer Centre opened in 2016. As part of our commitment to provide care closer to home, in 2017 we also opened a cancer centre and a kidney treatment centre at Queen Mary’s Hospital in Sidcup. St Thomas’ has one of the largest critical care units in the UK and one of the busiest emergency departments in London. It is also home to Evelina London Children’s Hospital. Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England including cardiac, renal and critical care services. We lead a number of specialist service networks aiming to ensure children are treated locally where possible, but have access to specialist expertise when they need it. Our community services include health visiting, school nursing and support for families of children with long-term conditions. Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients. In February 2021 the Royal Brompton and Harefield joined Guy’s and St Thomas’ NHS Foundation Trust, bringing together world-leading expertise in the care and research of heart and lung disease. Our merger provides a once in a generation opportunity to build a lasting, world-renowned heart and lung centre, providing the highest quality care for patients and conducting world-leading research. We have a reputation for clinical excellence and high quality teaching and research. We are part of King’s Health Partners, one of eight accredited UK academic health sciences centres. In partnership with King’s College London we have dedicated clinical research facilities including an MHRA accredited Phase I clinical trials unit. Patients are at the heart of everything we do and we pride ourselves on ensuring the best possible patient experience as well as safe, high quality care. We are proud to have one of the lowest mortality rates in the NHS. Following a comprehensive Care Quality Commission (CQC) inspection in 2019 we maintained our overall rating of ‘good’. Job overview The Chief of Staff supports the HLCC Clinical Group Chief Executive (CE) in his oversight and leadership of the HLCC executive team in delivering across the full breadth of the CE’s executive agenda. The post-holder is a member of the HLCC CG Executive Committee, manages a small team, and has particular responsibility for: • Programme Management of the CE’s strategic agenda: Co-ordinating and supporting the delivery of (currently) the six priority workstreams for our CG executive team (the restoration of appropriate waiting-times; recovery of non-NHS activity; development and execution of a mid-term estates’ strategy; business intelligence & data analytics; integration with the rest of GSTT; and academic integration and development. The post-holder will perform a programme management role across all six workstreams, ensuring that they are appropriately connected and integrated to manage interdependencies and avoid the risk of duplication or silo-working, tracking progress towards agreed milestones and assisting the individual workstream leads where required in this progress. • Managing key external collaborative relationships: HLCC belongs or is affiliated to a number of external clinical and academic networks and collaborations within or adjacent to the NHS – for example, IC & KHP Academic Health Science Networks / Centres, the SE London ICS, the NW London ICS, the Federation of Specialist Hospitals. The Chief of Staff will ensure that HLCC is appropriately represented, that our participation and contribution helps deliver both our strategic objectives and those of each respective network, and that potentially conflicting or duplicative agendas are managed and minimised. • Overseeing the corporate affairs function of the group: The Chief of Staff will line-manage the Clinical Group Secretary and the Corporate Governance and Membership Manager, while also ensuring that the Clinical 3 Group fulfils all obligations and duties relating to corporate governance, as mutually defined and agreed with the GSTT Chief of Staff and Corporate Affairs team. We provide treatment for people with heart and lung disease, including rare and complex conditions, offering some of the most sophisticated treatment that is available anywhere in the world. 2 Our integrated approach to caring for patients from before birth, through childhood, adolescence and into adulthood and old age has been replicated around the world and has gained Royal Brompton and Harefield an international reputation as a leader in heart and lung diagnosis, treatment and research. We are working in partnership with King’s Health Partners, to deliver our vision of creating a new centre of excellence, which will be the global leader in the research into and treatment of heart and lung disease, in patients from pre-birth to old age. We strive to recruit and retain the best staff as the dedication and skills of our employees lie at the heart of our organisation and ensure that our services are of the highest quality, safe and focused on our patients Detailed job description and main responsibilities Main tasks and responsibilities The post holder will have regular contact with a wide range of staff at all levels within the Clinical Group and across the Trust. • The HLCC Clinical Group Chief Executive (CE) • The HLCC executive team • Senior clinicians across both Harefield Hospital and Royal Brompton Hospital • Senior clinicians and executives within the Trust’s other cardiovascular, respiratory and critical care departments • The KHP Programme team • The Trust Chief of Staff and Corporate Affairs team Programme management of the CE’s strategic agenda: • Build and maintain effective working relationships with the members of the executive team responsible for leading each of the priority workstreams, by playing both a supporting / enabling role and a ‘critical friend’ to each workstream lead. • Track progress of all the priority workstreams and work with the responsible exec team member to ensure objectives and milestones remain optimised but achievable. • Develop and maintain a dynamic aggregate picture of the combined trajectories of the workstreams, their combined requirements of shared / central corporate resources (eg I & T, capital projects, finance, HR), and the total additional resource (revenue and capital) requirements across all the workstreams. • Identify critical interdependencies between individual workstreams and identify overlaps with / dependencies on existing revenue and capital budgets, and determine an overall critical path(s) for the programme • Work with finance colleagues to identify the programme’s overall revenue impact and capital / revenue funding demands on the Clinical Group as a whole; and take ownership of reporting to the exec team and the Clinical Group Board on the ongoing net revenue / capital position achieved. • Identify any issues or potential conflicts / duplications arising out of the programme, and work with workstream leads, the wider exec team, and where necessary the CE, to resolve these issues. • Build and maintain effective working relationships with Clinical Group staff integral to the successful delivery of each workstream, including (but not 4 limited to) both senior clinicians and scientists and also the senior managers heading up central corporate teams. • As agreed with the workstream lead and with the CE, and as programme-wide requirements allow or dictate, take on responsibility for delivery of part of a particular workstream, so as to enable momentum for the overall programme to be maintained. • Identify, promote and help capture synergies / economies of scale across this programme, the Clinical Group’s Darwin (operational transformation) programme, and the KHP Programme. • Assist HLCC’s CIO in developing the performance reporting and analytics team’s outputs (eg in dashboard format) so as to provide the workstream leads and the CE with timely, accurate and relevant performance data Managing key external collaborative relationships: • Build and maintain productive working relationships with the key senior management or comparable chief of staff figures within key external NHS / NHS-related collaborative entities / networks / partnerships. • Develop and maintain an expert understanding of both the political and regulatory environments within which these collaborative entities operate, and of the agendas of HLCC’s partners within these entities. • With the CE and other members of the HLCC executive team, firstly identify how best both to further HLCC’s and GSTT’s strategic objectives through - and make the most effective contribution to - each of these collaborations; secondly also periodically review the value of these collaborations, and work with peers and partners to enhance their effectiveness. • Co-ordinate the CE’s and other executive team members’ participation in these collaborations, and maintain an up to date aggregate picture of all intelligence from these team members about developments within these collaborations and any implications for HLCC and GSTT. Corporate Governance: • Ensure that HLCC has an appropriate set of corporate governance standards and processes in place, as mutually defined, agreed, periodically reviewed and updated with the Trust’s Chief of Staff and Director of Corporate Affairs team. • Oversee the application of the corporate governance framework within HLCC; periodically provide assurance to CE and Trust’s Chief of Staff that HLCC’s practices are compliant with the agreed standards within the framework. • Line-manage the Clinical Group Secretary and Corporate Governance and Membership Manager • Be ultimately accountable for the smooth working of HLCC’s Executive Committee, Senior Leadership Team meeting and the sub-committees (Risk & 5 Safety, Finance, People) of the HLCC clinical group Board, and for their seamless interaction with / into the HLCC Clinical Group Board. • Be ultimately accountable for our successful engagement / relationship development with the Trust’s Members recruited through / because of Royal Brompton or Harefield Hospitals Additional Responsibilities • To ensure all team members have a real voice in the development of the HLCC Executive Team service to patients/customers • To maximise the potential of all team members and to ensure that all team members have a meaningful appraisal/personal development plan that includes feedback to the individual from a selection of internal customers and team members • To provide a safe and attractive working environment for team members within available resources • To attend and play a part in corporate groups as a representative of the directorate and team to represent the Trust at regional and national conferences and on working groups as appropriate • To abide by the NHS Code of conduct for managers, the Trust’s Core behaviours for staff and managers and all other Trust policies, codes and practices, including standing financial instructions, research governance, clinical governance, patient and public involvement and health and safety. Person specification Education and Qualifications Essential criteria Professional knowledge acquired through degree, supplemented by specialist training to doctorate or equivalent level, management qualification or equivalent experience Evidence of a successful track record of delivering effective corporate services in a large, multifaceted environment including staff management, financial management and change management. Evidence of delivering successful strategic and operational performance management and clearly demonstrating improvement in the quality of service delivery at a strategic level; including business case preparation, service initiation, and the development and monitoring of outcome and output measures. Experience of managing multi stranded budgets. Experience and Knowledge Essential criteria Demonstrable success in delivering change and performance with and through management teams, by engaging them in the strategic direction and delivery plans, establishing clear work priorities with them, delegating effectively, ensuring a capability to deliver, monitoring performance and giving feedback A strong track record of managing 10 complexity and risk whilst maintaining high standards of service delivery.
