Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England including cardiac, renal and critical care services. We lead a number of specialist service networks aiming to ensure children are treated locally where possible, but have access to specialist expertise when they need it. Our community services include health visiting, school nursing and support for families of children with long-term conditions. Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients. In February 2021 the Royal Brompton and Harefield joined Guy’s and St Thomas’ NHS Foundation Trust, bringing together world-leading expertise in the care and research of heart and lung disease. Job overview The Children’s Hospital Programme (CHP) is a complex clinical transformation programme at GSTT which requires capital investment to enable the delivery of NHS England Board-mandated clinical service transformation and the realisation of strategic opportunities for our local and regional populations. In order to deliver on this, support our expected growth in activity of 20% and to realise opportunities for strategic service development, an increase in critical infrastructure is necessary. We anticipate that growth expectations will be delivered through an ambitious transformation programme that will maximise estates and optimise operating models. The CHP Programme Manager will lead the development and implementation of the Evelina London CHP Triangle Transformation Plan through collaboration with clinicians, patients, carers and key partners across the Evelina London, GSTT and the local health and care system. Main duties of the job The main duties of this role will include: Lead rigorous and robust transformation and improvement programmes; strategy, programme management including planning, reporting, managing risk, and a strong focus on benefits realisation Ensure that programme related business plans are underpinned by detailed and robust financial plans through budget planning and negotiation of appropriate budgets. Develop and oversee the direction and delivery of all project work streams, and enabling key stakeholders to deliver effectively Ensure appropriate evaluation and metrics are in place to support impact monitoring and milestone achievement Collaborate with internal and external stakeholders to ensure effective management of interdependencies and delivery of objectives Develop, refine and implement project data collection systems that will provide accurate and timely data, including quantitative and qualitative data. Person specification Knowledge and Qualification Essential criteria Relevant Masters / MBA, equivalent professional qualification or equivalent experience. Managing Successful Programmes (MSP) to practitioner level or equivalent Evidence of recent Continuing Professional Development. Desirable criteria Formal qualification in Project management (PRINCE 2) or equivalent. Experience Essential criteria Evidence of leading successful programme and / or operational performance and improvement at a strategic level; including business case preparation, service initiation / commissioning, contract negotiation, and the development and monitoring of output and outcome measures Extensive programme management experience in large complex organisations, including design, development, implementation and management of change in a multiple stakeholder environment Experience of managing large, multi-stranded budgets from a range of income sources and demonstrable evidence of individual, team, financial, process and change management. Desirable criteria Highly developed knowledge and understanding of the changing NHS environment, strategy, and policy agendas Skills Essential criteria Expert knowledge of operations and / or programme management methodologies and techniques. Excellent understanding and track record of successful change and programme management. Highly effective leadership, people and project management skills. Work flexibly, prioritise workloads and resource them in response to changing demands and requirements.
