About the Role

The Commercial Manager will support the Commercial Lead in managing and negotiating complex third-party agreements across a major infrastructure programme. The role requires strong commercial, contractual and stakeholder management skills, with responsibility for supporting negotiations, mitigating commercial risk, and ensuring agreements are aligned with programme objectives, governance requirements and regulatory obligations. Working closely with commercial, legal, technical and delivery teams, you will help establish commercial frameworks, manage stakeholder relationships, and secure agreements that support successful programme delivery.
You will be responsible for supporting the development and implementation of commercial strategies for third-party agreements; assisting in the negotiation and execution of complex commercial agreements, ensuring value for money and effective risk allocation; developing and assessing commercial models to support programme delivery objectives; providing commercial advice on contractual terms, liabilities, indemnities and risk management; supporting negotiations with external stakeholders, authorities, utility providers, landowners and other third parties; collaborating with legal, technical and delivery teams to ensure commercial agreements are practical, compliant and aligned with programme requirements; managing or supporting negotiations of contract variations, amendments and extensions; reviewing and challenging third-party cost estimates and commercial proposals to ensure fairness and value; monitoring, assessing and managing commercial risks, opportunities and financial exposures associated with agreements; maintaining governance, reporting and assurance processes to support informed decision making; ensuring all commercial activities comply with relevant legislation, regulations, policies and internal controls; building and maintaining strong relationships with internal and external stakeholders to facilitate successful project outcomes; providing regular reporting on agreement progress, commercial commitments and key risk areas; and supporting the successful handover and implementation of commercial obligations across the wider programme team.

Experience
Proven experience in commercial management, preferably within large infrastructure or construction programmes. Strong background in managing and negotiating complex third-party agreements. Demonstrable skills in commercial risk mitigation, contractual management and stakeholder engagement.

Qualifications
Relevant commercial, legal or contract management qualifications are desirable. Professional accreditation in commercial or contract management is advantageous but not essential. A willingness to learn and develop within the role is important.
