About the Role
The finance function within the Home Office comprises two Director roles with Strategic and Operational focuses. This Deputy Director role reports into the Strategic Finance Director and forms part of the Strategic & Business Partner portfolio, providing senior finance support to police funding, including police reform. You will be a key member of the senior leadership team within these areas, contributing to the overall management and leadership of the Finance Directorate and the Government Finance Profession.
This is a critical leadership position responsible for supporting the delivery of effective and sustainable police funding across England and Wales. You will provide strategic financial advice and challenge to senior leaders, ensuring funding decisions are evidence-based, value for money, and aligned with departmental priorities. Leading a team of finance professionals, you will work closely with policy, operational, and analytical colleagues to support fiscal events and manage relationships with key stakeholders including HM Treasury.
Key responsibilities include:
- Supporting the financial strategy and planning for police funding, ensuring alignment with Home Office objectives and fiscal constraints
- Providing expert financial advice to senior leaders, including the Director General and Ministers, on funding allocations, distribution models, and investment decisions
- Engaging with HM Treasury on fiscal events such as Spending Reviews and Budgets, negotiating settlements and representing policing priorities
- Managing the financial implications of policy development, including legislative changes and operational reforms
- Building and maintaining strong partnerships with police funding and policy teams, Directors, and Director Generals to support business performance and delivery plans
- Identifying Value for Money savings and challenging the business to maximise efficiency
- Leading the customer-facing Finance Business Partner team of five, embedding new ways of working and developing a culture of enabling finance and commissioning services
- Supporting the business through monthly, quarterly, and annual finance planning cycles to optimise funding allocation and create value
- Ensuring a strong framework for financial control across the business and monitoring compliance, while improving finance literacy across the policy group
Experience
- Substantial experience leading, motivating, and developing diverse teams of finance professionals
- Proven ability to influence management at board level within complex, politically influenced environments
- Experience of financial control in large organisations, operating effectively amid complexity and ambiguity
- Experience working with Ministers or board-level executives in highly complex and politically sensitive settings

Qualifications
- CCAB, CIMA or equivalent qualified accountant with a substantial track record of success in senior finance leadership roles within fast-moving, complex organisations
Desirable
- Experience in policing, criminal justice, or public safety funding
- Understanding of Government finance
