About the Role
The Home Office is committed to building a safe, fair and prosperous UK through its work on counter-terrorism, policing, crime, drugs policy, immigration and passports. The Chief Operating Officer Group supports these priorities by working closely with policy and operational commands, encompassing teams such as Commercial, Finance, People, Portfolio and Project Delivery, Security, Estates, and Information and Digital, Data and Technology.

Within this structure, the Metis Commercial and Finance team collaborates with the Home Office’s Digital Directorate to maintain and develop the modern Enterprise Resource Planning (ERP) solution centred on Oracle Fusion. This covers General Ledger, Procure to Pay, expenses, and the Order to Cash (OTC) area.

As the Order to Cash Functional Lead within the Financial Control area, you will drive and assure the Oracle Finance solution, leveraging your broad expertise in Oracle Financials Cloud and industry best practices to deliver high-quality business solutions. You will act as a Subject Matter Expert, leading the OTC workstream, advising business colleagues at all levels, and collaborating with support partners to meet key deliverables.

Your role involves communicating business, functional, and technical information effectively to multiple stakeholders, problem-solving complex data, and driving enhancements from various sources including quarterly product updates. You will lead the onboarding of additional clients into the Metis environment, working closely with DDaT product managers, Commercial and Finance experts, and product teams to ensure user needs are central to decision-making.

Aligned with the Government Finance Profession’s Systems Data and Technology family, this role places you at the heart of the wider finance function, contributing to the transformation and simplification of corporate applications to improve efficiency and data-driven decision making across the organisation.

Requirements

Experience
- Implementing and optimising Oracle Financials, preferably Oracle Cloud.
- Working in Finance, Debt Management or Procurement roles, ideally within the public sector.
- Ability to work independently with minimal supervision while contributing effectively as a team member.
- Analysing business needs and translating them into deployable requirements and solutions.
- Managing internal and external stakeholders with strong partnership skills across diverse teams and locations.
- Strong verbal and written communication skills, with an understanding of appropriate channels and formats for different audiences.

You are a confident problem solver with excellent communication skills, able to engage with stakeholders at all levels. You have a collaborative approach, a strong customer service focus, and a commitment to continuous improvement and adopting industry best practices. You are comfortable leading workstreams and driving change in a complex environment, with the ability to coach and support colleagues when required.

Qualifications
- Minimum fully AAT qualified or Level 2 CCAB qualified.
- Alternatively, fully qualified Project Managers (APM or equivalent) or IT Professionals with demonstrable ERP system skills will be considered.
