Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England including cardiac, renal and critical care services. We lead a number of specialist service networks aiming to ensure children are treated locally where possible, but have access to specialist expertise when they need it. Our community services include health visiting, school nursing and support for families of children with long-term conditions. Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients. In February 2021 the Royal Brompton and Harefield joined Guy’s and St Thomas’ NHS Foundation Trust, bringing together world-leading expertise in the care and research of heart and lung disease. Job overview The Gastrointestinal Medicine and Surgery (GMS) Directorate is seeking a compassionate, dynamic and collaborative Deputy General Manager to join the Directorate Management Team. The purpose of the Deputy General Manager post is to support and deputise for General Manager to ensure that both strategic and operational demands continue to be met. As well as ensuring the operational demands of the directorate continue to be met, the post holder will also be involved in supporting the strategic objectives. All strategic solutions will be cross-organisational and multi-disciplinary and solutions will require the highest level of expertise in service improvement. The post holder will be responsible for implementing and managing systems and processes to support the General Manager in ensuring that all services are delivered in accordance with Trust-wide policies. The post holder has direct line management responsibilities for the service mangers and the delivery and performance of those services. Main duties of the job The Deputy General Manager will provide with have operational and strategic responsibility for the following areas: - performance management. - risk & clinical governance. - staff management and workforce. - financial management. - service improvement and project management. - Estates and IT infrastructure. Working for our organisation The Gastrointestinal Medicine and Surgery Directorate, covers a large portfolio including Gastroenterology, Endoscopy, Specialist Cancer and benign Colorectal Surgery as well as Upper GI Surgery and Emergency General Surgery, and is part of the Cancer and Surgery Clinical Group. The Cancer and Surgery Clinical Group bring together a number of Guy’s & St Thomas’ NHS Foundation Trust’s services that work collaboratively across the hospital and with our partners to provide excellence in clinical care, research and academia. It will operate as a distinct entity with devolved accountability within the Trust. The aim of this Clinical Group is to deliver the GSTT Cancer and Surgery Strategy. Detailed job description and main responsibilities Performance management Exercising delegated authority on behalf of the GM / Clinical Director to facilitate resolution of day-to-day management issues within the Directorate, providing support to the Heads of Services Ensure sufficient data availability within the Directorate to monitor and track performance and to satisfy reporting requirements, working with the Head of Performance to develop and maintain integrated dashboards in relation to Local Services/ admission avoidance schemes; Providing appropriate input and challenge to clinical and business corrective plans where necessary. Deputise for the General Manager, co-chairing with the Clinical Director, the directorate performance management and governance meeting. Risk & clinical governance Manage the implementation of systems, control processes and risk management arrangements to support monitoring of compliance with clinical governance standards, other Trust-wide policies and processes and best practice requirements; Undertake the resolution of complaints and issues from patients, staff, suppliers, other internal and external service providers and partner organisations in a timely and appropriate manner in line with Trust policy, procedures and service delivery values and priorities; Support, alongside the Heads of Service and clinical governance facilitator, root cause analyses and trend analyses of all complaints and adverse incidents Lead on medical devices, representing the directorate at Trust wide groups as required Staff management and workforce Monitor compliance within the Directorate with Trust-wide staff management policies and procedures and take remedial action with accountable managers where shortfalls occur Provide line management to customer services and locality admin managers Provide leadership and support to the Head of Nursing and other Heads of Service on major workforce changes such as large recruitment initiatives, liaising with recruitment and HR and delivering on recruitment programmes within agreed timescales Manage staff consultation and restructuring, redeployment and staff transfer processes as and when necessary Develop and deliver workforce integration models for the relevant staff groups which support agreed clinical models as and when necessary Financial Management Act as an authorising signatory for capital and revenue budgets within limits agreed with the GM; Manage reporting on budget positions across the Directorate to support the GM to discharge his or her accountability for ensuring internal and external financial targets, as specified in the Performance Contract, are achieved; Manage resource utilisation and expenditure against control totals. Service improvement and Project Management Support the GM, Clinical Director and Heads of Service in identifying both new opportunities for the individual services within the Directorate arising from changes in the external environment or internal innovation and potential threats and ways to respond to them Provide management support, coaching and direction to the Heads of Service, Clinical Leads and Service Managers in order to enable them to deliver business/ CIP plans and objectives Supporting key workstreams in the build up to the opening of the Guy’s Cancer Centre Supporting the wider Cancer Strategy for South East London Estates and IT infrastructure Provide support to the Transformation and Integration Programme Manager on overseeing the estates strategy, to ensure good communication and co-ordination on estates and facilities issues. To be a key member of the strategic estates and facilities working group. Responsible for following up with Heads of Service and site managers any health and safety actions required by the directorate in response to health and safety/ infection control/ security audits undertaken by Essentia and the Trust Infection Control team. Work with ICT directorate and the Transformation and Integration Programme Manager, to ensure that plans for development of IT infrastructure improvements are delivered with clinical engagement. Person specification Education/ Qualifications Essential criteria (Masters) degree or equivalent professional qualification Demonstrable capability and capacity for clinical service management at a senior level in a large, complex acute hospital environment, including staff management, financial management and change management. Desirable criteria Prince 2/ Project Management qualification or equivalent Experience Experience Essential criteria Demonstrable success in delivering change and performance with and through management and clinical teams, by engaging them in the strategic direction and delivery plans, establishing clear work priorities with them, delegating effectively, ensuring a capability to deliver, monitoring performance and giving feedback Knowledge and experience of developing services across the patient pathway and organisational boundaries. Successful change management experience, with evidence of having achieved sustained improvement in services. Substantial project management experience in large complex organisations.
