St Thomas’ has one of the largest critical care units in the UK and one of the busiest emergency departments in London. It is also home to Evelina London Children’s Hospital. Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England including cardiac, renal and critical care services. We lead a number of specialist service networks aiming to ensure children are treated locally where possible, but have access to specialist expertise when they need it. Our community services include health visiting, school nursing and support for families of children with long-term conditions. Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients. In February 2021 the Royal Brompton and Harefield joined Guy’s and St Thomas’ NHS Foundation Trust, bringing together world-leading expertise in the care and research of heart and lung disease. Job overview An exciting opportunity has arisen for an exceptional, experienced individual with extensive knowledge in Pathology as a Senior Manager to join our senior leadership team of the Pathology Business Unit (PBU). This leadership position will work with the Programme Directors for Pathology, PBU Managing Director and PBU Clinical Directors to embed and deliver the partnership to transform Pathology services across South East London. This partnership will deliver and transform Pathology service across South East London, serving a population of around 1.7million and delivering a service for both primary and secondary care providers. This programme will deliver significant transformation of pathology services for South East London, through implementation of digital pathology and creation of a new clinically led target operating model with a new hub and essential services laboratories working on each site, working through unified and standardised pathways. This will provide improvements in service performance, outcomes, efficiency, and position SEL at the forefront of R&D and Innovation, while delivering material savings for Trusts, and a risk and gain share royalty, dependent on delivery of critical milestones. Main duties of the job Key dimensions of the role are: Oversight of elements of the Transformation programme, including overseeing the transition / successful delivery of new / additional Pathology services across South East London into the contract with the Pathology Provider (including Royal Brompton & Harefield services) Oversight and assurance of effective clinical and operational governance, giving the PBU and Trusts leadership teams assurance that Synnovis is delivering the quality of the service required, meeting contractual obligations relating to quality across all hospital sites and that clinical issues / risks are managed effectively providing oversight of remediation plans. Oversight of Test Harmonisation (operational perspective) and new test approval processes to ensure test utilisation and availability is in line with national and professional guidelines (e.g. NICE, GIRFT,etc.) Develop and implement strategy for Point of care testing (POCT) operated within Trust and community settings and supporting Synnovis to support the POCT services as set out in the contract. Use specialist knowledge and specialist training to harmonise POCT across Trust sites and Emergency Departments. Be the lead for the research and development (R&D) of new POCT platforms. Represent the Trusts in executive meetings with NHS-E and NHS-London pathology. Building a collaborative culture to ensure a strong and successful partnership with the Pathology provider (Synnovis). Duties and Responsibilities a) Clinical Governance · Working with the Senior Governance Manager to identify issues and themes that require strategic input / oversight and have oversight of UKAS and MHRA issues managed by Synnovis. · Ensuring that the Senior Governance Manager has developed and is implementing sufficient, safe and high-quality governance practices · Ensuring that the PBU is collaborating and working effectively with the Trusts and the ICS governance teams to effectively monitor and manage incidents, risks and issues · Deputise, where required, for the Managing Director or Clinical Directors at relevant meetings where senior Quality and Assurance input is required · Provide leadership for the PBU in matters of quality improvement and patient safety · Take a lead role in supporting preparation for national or regional inspections, including Care Quality Commission (CQC) visits · To oversee the review of risk management (including use of risk registers) across the PBU, including advising on key risks and ensuring clear controls and assurance is in place and regularly reviewed. · Work in close partnership with the PBU and Synnovis teams, Governance and QI/Audit Leads to develop and deliver clinical governance programmes to maintain and improve the quality of patient care · Maintain a high level of knowledge of all governance processes including complaints, legal processes, risk management and assurance · Oversee the Senior Governance Manager in providing patient safety management for the PBU including providing support, expert advice, leadership and various types of review and investigation suitable for the incident, aligned to the Trusts patient safety investigation framework · Have strategic oversight of reports for the Trust’s Risk and Assurance Committee, Serious incident Assurance Panel (SIAP) and other senior Trust-wide committees and working groups as appropriate, ensuring effective dissemination of information to and from these groups · Liaising with families involved in serious incidents where appropriate · Prepare and present regular progress reports to Trust’s committees on quality improvement and patient safety as required · Support the MD of the PBU and the relevant chief medical officers in all organisations identifying areas where further assurance is needed. In addition, identify where issues may need to be raised in the Joint Venture Board b) Operational Delivery Supporting the Managing Director of the Pathology Business Unit to deliver the contract requirements and obligations, deputising and providing additional capacity to deliver as required. Assist with the line management of all PBU staff located across numerous Trust sites which will encompass teaching / training and other HR requirements. Responsible for the strategic development and delivery of POCT services across all Trusts and in the Emergency Departments. As a member of the PBU senior team, to ensure alignment and consistent focus on delivery across the Pathology Business Unit including taking a leadership role on effective operational and clinical governance and research & development. Support the PBU Managing Director to ensure that key corporate, national and local targets are achieved within agreed timescales. Support the development of the Pathology Business Unit strategy and business plan. Ensure operational objectives are clear, that they balance quality, safety and efficiency, that robust delivery plans are in place and that performance is proactively measured and supportively managed. Support the PBU Managing Director to ensure the effective management of contractual obligations from all parties to ensure that all performance measures and targets are fully understood and achieved and that mitigating action is taken when required. Supporting the Trusts to deliver their obligations under the Pathology contract and taking mitigating action when required. Intervene where required to address unacceptable deviation from operational delivery standards or other requirements. Design and keep under review the performance and application of governance and operational structures, systems and processes (including risk and performance management) to ensure that this supports effective delivery of operational objectives and are fully compliant with Trusts and external governance and best practice requirements. Facilitate and encourage multi-disciplinary working, clinical leadership, staff engagement and the delegation of responsibility and accountability as close to the delivery of care as possible. Apply and interpret the Trust’s business planning framework to develop robust annual operational and financial plans across the Pathology Business Unit. Management/mitigation and escalation of key risks to the appropriate executive or governing group. Represent the Pathology Business Unit on key strategic and operational committees in the Trusts and externally across the ICS. c) Strategic Development · Support the PBU Managing Director to provide the strategic leadership across South East London in the development and delivery of Pathology services that enhances service delivery, patient care and outcomes. · Support the PBU Managing Director to implement the strategic direction to enable the Trust’s to realise its vision for Pathology services across South East London. · Support the PBU Managing Director to develop, review and update the Pathology Business Unit’s vision and strategy · Communicate the vision internally and externally, creating a compelling case for change, building alliances with others to support this vision and ensuring staff understand their contribution to realising the vision. · Ensure alignment of research and development activities in and with Synnovis with research strategies of the Trusts and academic partners. d) Service Improvement Promote a data-driven service improvement culture, leading by example and continually encouraging all members of the Pathology Business Unit and all levels of staff to identify improvements to safety, quality and efficiency of the provision of patient care. Creating a collaborative environment with the Pathology provider to implement and deliver on continuous improvement programmes, using innovative and World-leading approaches. Support the development, implementation and evaluation of data-driven service improvement initiatives across the Pathology Business Unit, including any Trust-wide programmes. Promote a culture in which learning and development is encouraged at all levels and in all staff groups. Participate in training and teaching PBU staff and GP colleagues where and when required. Embed a rigorous approach to benefits realisation in relation to all change programmes, particularly those that are investment-led. Foster, encourage, influence and contribute to pan-organisational collaborations in pursuit of improvements in the Pathology service. e) Financial Responsibility Will support the Managing Director with overseeing the POCT consumables budget across Guy’s & St Thomas’ NHS Foundation Trust and Kings’ College Hospital NHS Foundation Trust. This is in the estimated region of £10 million pounds. Will support the Managing Director in managing the £2.1bn contract with the Pathology partner (Synnovis), utilising and managing a single team across Guy’s & St Thomas’ NHS Foundation Trust and Kings’ College Hospital NHS Foundation Trust. Will be responsible for overseeing all the POCT assets across Guy’s & St Thomas’ NHS Foundation Trust and Kings’ College Hospital NHS Foundation Trust. This is in the estimated region of £40 million pounds. f) Line Management g) Leadership and Organisational Development Support the PBU Managing Director to lead the development of the Pathology Business Unit as distinct group within the Trusts, leading on developing, implementing and maintaining pro-active participation within the Trusts governance processes. Provide high quality and visible leadership, promoting and acting as a role model for Trusts values & behaviours. Communicate effectively and continually with clinical and non-clinical leaders and staff to ensure that they understand and are engaged in the strategic and operational performance of the Pathology service. Actively promote and participate in team improvement, collegiate working and collective leadership. Foster a culture whereby decisions are delegated effectively to as near to where the service is delivered as possible. h) Corporate Responsibilities Work in partnership with colleagues from across the wider senior leadership team for both the Trusts and the Pathology provider. Develop strong relationships with commissioners and other key external Stakeholders and work with them to formulate and implement agreed strategies for South East London.
