Job overview Are you a senior Procurement Leader looking for an opportunity to join one of the largest Procurement functions in the NHS. As a member of the senior leadership team, in a newly established position, you will have a key role in the development and implementation of the new Procurement and Supply Chain operating model and strategy across Guy’s and St Thomas’ NHS Foundation and the ‘Smart Together’ Shared Service*. We are commencing an exciting transformation journey! Under new leadership, our Procurement and Supply Chain Transformation Programme is set to revolutionize how we operate, and as such, we're seeking a forward-thinking, innovative procurement expert to lead the Shared Service procurement function. Main duties of the job Reporting to the Chief Procurement Officer, you will be a member of the Shared Service leadership team, engaging with multi-functional teams at all levels across Guy’s and St Thomas’, as well as, the shared service from the most senior clinical and non-clinical colleagues through to providing support and direction to our up and coming colleagues. You will also work closely with external stakeholders, such as, suppliers, professional associations, advisory boards, NHS England and other NHS organisations and partners to provide a forward-thinking, resilient and cohesive procurement service that is integral to supporting the Trust to deliver patient care. The Director of Procurement is the most senior position within the Procurement function, leading a team of c.31 individuals to deliver a strategic, forward thinking Procurement service to GSTT and the Shared Service. Providing specialist, expert support to enable the clinical and non-clinical colleagues to deliver the highest possible quality patient care and deliver VfM through strategic planning and collaboration across the Shared Service and the wider ICS. You will strive to deliver best practice, utilising advancements in technology, data and information, unpinned by the rigour of clearly documented processes and procedures. Detailed job description and main responsibilities A full Job Description and Personal Specification can be downloaded Professional Leadership and Direction To lead, manage and develop a highly competent, innovative, process driven procurement and strategic sourcing service across all GSTT and Shared Service sites. This includes Clinical and Non-Clinical category groups, capturing all purchasing in Corporate, Estates and Facilities, IT and Capital Equipment (including leasing). To communicate effectively with all staff levels, from the senior members of the Trust Board to junior staff in support functions, undertake presentations to staff groups and managers and deal with the wider business community, other NHS Trusts and members of the public. To be an ambassador and the subject matter expert, for the Trust at national and local levels on all procurement matters interfacing with external stakeholders including the Department of Health, South East London ICS, London Procurement Partnership and other NHS Trusts. Ensuring that the Trust and Shared Service is compliant with all relevant statutory and local policies/standards and procedures. To professionalise the procurement teams, fostering a positive, customer-focused team culture and growth mindset. To explore and exploit opportunities for collaborative working internally and externally, and pro-actively network with key current and future suppliers, professional bodies and local, regional and national procurement colleagues. To oversee the delivery of the Smart Together procurement initiatives that contribute to savings plans for GSTT and Shared Service Trusts. To provide commercial acumen, advice and guidance to strategic sourcing initiatives in the clinical and non-clinical areas to maximise the opportunities to be leveraged by the team. Operational and Financial Management The management of relevant pay and non-pay expenditure for the procurement function, including, the identification and management of associated risks and the development and delivery of operational and financial improvements to procurement service operations. To contribute as a member of the Procurement and Supply Chain Senior Management Team to the development of the functions strategic and annual planning process, setting stretching objectives and resource plans in relation to service quality, health and safety, operational and financial performance. To provide specialist knowledge, support and guidance to the Chief Finance Officer and Finance Directors of the Shared Service to deliver the objectives of Finance Directorate / Trust, as set out in the Strategic and Annual Plans. Responsible for developing and supporting income generation schemes for the Trust and Shared Service were appropriate. Corporate responsibility GSTT Procurement and Supply Chain policy and service development impacting across the organisation and Shared Service. Ensure compliance with the latest GSTT and Shared Service, Trust Standing Financial Instructions and Standing Orders in all procurement matters reporting to the Trust Board and member Trust Boards as necessary. Delivery of savings targets in line with departmental and Shared Service requirements and supporting the delivery of a balanced budget at year-end. Work within UK law (and EU where appropriate), government legislation regarding procurement and contract management ensuring professional expertise and knowledge is kept up to date with changes. Ensure probity at all time in dealings with external consultants, contractors and providers of services to the Trust. Responsible for ensuring effective processes and controls are in place to manage pay and non-pay expenditure across the procurement function. Workforce Development and Education The management and performance of the Procurement Team and the development of Shared Service-wide strategic procurement and contract management processes, integrating key internal stakeholders and suppliers to deliver value within a compliant framework. Development of the team in terms of skills and capability building, resourcing, talent management and succession planning, establishing a mentoring and coaching, learning environment. To adopt compassionate, values driven leadership to ensure team members are given the opportunity to grow, there is strong trust in management and a culture that is underpinned by psychological safety. To provide an environment in which staff feel respected and confident to speak out and to listen to each other and in which feedback is regularly given and received in order to set out how the views of staff have been acted upon. Responsible for the full performance management of all first line reporting staff, including recruitment and retention. Develop and maintain effective relationships with staff and unions through formal and informal communication link. Ensure staff are supported and prepared for future role changes as new processes and systems are developed and introduced, as the Shared Service continues to expand and grow. To support and contribute to ensuring the department is able to achieve CCF Standards aligned to procurement and raise the profile of GSTT Procurement Shared Service as an exemplar of Procurement and Supply Chain practice. To oversee a structure that will ensure the highest levels of professional integrity and performance throughout the Shared Service. Strategic Direction and Planning To develop and implement procurement data and knowledge management technology systems, dashboards and other graphical MI platforms, working closely with the other key functions within the Procurement and Supply Chain function, such as, Procurement Excellence and wider Trust stakeholders, analyse and understand this information and use it to make evidence-based decisions. Corporate responsibility for the development and improvement of the Procurement Shared Service within the remit of this post. To ensure ongoing service transformation to ensure the Shared Service continues to act strategically, providing an optimal solution for the Trust and the Shared Service partners. Lead, develop and implement an operational strategy and supporting policies and performance management programme with targets aligned to Trust and NHS strategic objectives for the procurement operational activities across the Trust footprint, and interface with NHS national organisations in this area. Work in collaboration with commercial and contracting/ Supply Chain colleagues to develop 3-5 year strategies and lead on the development of procurement activities across all areas of Trust activity to maximise customer value. Responsible for overseeing the delivery of the 3-5 year strategic Procurement Plan within the remit of this post. Work in partnership with other directors to deliver on the Trusts’ Procurement and Supply Chain objectives. To implement the strategic vision and direction of all procurement services ensuring the establishment of professional standards and staff development policies. To explore opportunities for creating close working collaborations with other organisations and development of new business opportunities. To take forward and lead on future service development proposals as agreed at Shared Service Board level. In addition, this post holder will navigate and plan developments in the procurement strategy by considering the opportunity to scale the opportunities across the South East London ICS. Provide support and leadership to the development and review of service development strategies and ensure that they are consistent with the Shared Service Board’s vision and priorities. Establishing a strong sense of direction and develop and implement the procurement strategies in accordance with the wider Procurement and Supply Chain and GSTT strategies across the Trust footprint. * ‘Smart Together’ is a shared procurement and supply chain service hosted by Guy’s and St Thomas’ NHS Foundation Trust, one of the leading hospitals in the country and serve the hospitals across south east London. Smart Together currently provides its services to GSTT and 4 other NHS Trusts, namely, Lewisham & Greenwich NHS Trust, Great Ormond Street Hospital for Children NHS Foundation Trust, Oxleas NHS Foundation Trust and South London & Maudsley NHS Foundation Trust.
