Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England including cardiac, renal and critical care services. We lead a number of specialist service networks aiming to ensure children are treated locally where possible, but have access to specialist expertise when they need it. Our community services include health visiting, school nursing and support for families of children with long-term conditions. Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients. In February 2021 the Royal Brompton and Harefield joined Guy’s and St Thomas’ NHS Foundation Trust, bringing together world-leading expertise in the care and research of heart and lung disease. Job overview Two exciting opportunities have arisen within the Emergency Preparedness, Resilience & Response (EPRR) Team: Permanent full time post 12 month fixed term / secondment opportunity We are looking for 2 dynamic EPRR Managers to join the busy team at Guy's and St Thomas' NHS Foundation Trust, who will work across all sites which include St Thomas’, Guy’s, Evelina Children’s Hospital, Royal Brompton, Harefield and all community sites. We are seeking to appoint two high calibre and credible individuals. You must be dynamic, innovative and motivated , passionate about EPRR, putting the patient experience first and who shares the trust values. Significant experience in a similar role in a complex environment is essential. The post holder will also be capable of working under pressure, prioritising to deadlines and multi-tasking. Good motivation, persuasion and planning skills are also essential. Your skills will have been ideally developed in an NHS environment and you will bring energy and a resilient leadership style. The post requires a high standard of communication, analysis, clear thinking and organisational skills and offers excellent opportunities for career development. Although GSTT offers opportunities for flexible working, both roles will require regular on-site attendance at all GSTT sites. The permanent position specifically requires attendance at the Royal Brompton & Harefield hospital sites at least 2 days a week. Main duties of the job The Emergency Preparedness, Resilience & Response (EPRR) Manager is a high-profile role with trust wide responsibility and will act as part of the EPRR Team, working to achieve its objectives to ensure the trust remains resilient to incidents and disruptive events. The team function is to enable the organisation as a Category 1 responder, to meet the full statutory duties under the Civil Contingencies Act 2004, ensuring alignment of the Business Continuity Management System (BCMS) to ISO22301 and NHS England Core standards for EPRR, and to evolving national guidance, supporting the site operations team to manage incidents effectively. The EPRR Manager ensures that EPRR risks are proactively managed and that learning from incidents is implemented. The role provides expert advice to services to ensure appropriate plans are in place, and delivers training and exercising from floor to board to ensure staff are knowledgeable of and confident in their roles so as to minimise impact on performance from both routine and more serious disruptions. The EPRR Manager acts as a specialist lead and advisor to the trust Senior Leadership Team and the professional link for regulators, external partners and interested parties, leading on EPRR assurance and operational planning. Detailed job description and main responsibilities Planning Lead on the production, review and updating of Trust EPRR plans Undertake risk assessments of potential breakdowns in continuity of normal services and systems of work. Manage the Trust wide business continuity software system, ensuring the implementation across all trust services and supporting services to develop and further mature their plans. Continue the development of the Trust Business Continuity implementation strategy and design structures, processes and procedures to ensure that the Trust can provide appropriate response and recovery through its business continuity plans. Provide specialist knowledge, support and guidance on matters relating to business continuity management, emergency planning and organisational resilience within the Trust To be visible and work across all sites covered by GSTT and other Trusts where GSTT provides services. Deputise for the Head of EPRR where required. Training and Exercising To be responsible for the maintenance, development and delivery of the online and face to face EPRR training and exercising programme across all key areas of risk and command and control Technical Aspects Accountable for the appropriate maintenance of the Everbridge mass notification tool functionality and its use. Provide assurance to the trust, and be accountable for ensuring appropriately trained staff are available for comprehensive CBRNe / Hazmat incident management Manage the maintenance contracts of specialist CBRNe / Hazmat and emergency response equipment. Support the management and maintenance of the Trust’s incident coordination centres Communication and Working Relationships Develop and maintain close working relationships with the Site Nurse Practitioner team and all directorates across the trust. Act as the EPRR advocate and coordinator for the designated clinical group to ensure the embedding of EPRR across all of the clinical group’s services Represent the Trust’s interests on a range of meetings and forums internally and externally Represent the trust on statutory groups Deputise as the chair the Trust Resilience Working Group when required. Ensure appropriate plans and processes are in place to adhere to NHS England (London’s) requirements for the reporting of internal incidents, exercises and other outcomes. Provide EPRR mutual aid support and/or advice for other stakeholders if required, at the discretion of the Head of EPRR. Information and Knowledge Management Lead on the coordination of post incident debriefs, working with the Site Nurse Practitioner team, and be accountable for ensuring that improvements are logged, tracked and available to key stakeholders. Person specification Qualifications / Education Essential criteria Masters level of education and / or relevant professional experience in an emergency planning related environment DipHEP / CBCI, DipBCM or other relevant EPRR qualification Evidence of continuous professional development Desirable criteria Membership of BCI and / or emergency planning society Previous Experience Essential criteria A track record in undertaking skill training for staff in operational settings Substantial experience of working in the emergency planning and resilience environment Desirable criteria Acute trust EPRR experience Experience of line management and budget responsibility Skills / Knowledge / Ability Essential criteria Knowledge of public sector/NHS work structures and management of the EPRR agenda Specialist knowledge and experience of planning response for major incidents in a complex environment involving large numbers of staff and members of the public Understanding of Integrated Emergency management and risk mitigation in the context of governance in the NHS Experience of implementing a Business Continuity Management System Ability to produce and deliver multi agency training and exercising in line with the training and exercising strategy Guy’s and St Thomas’ celebrates, respects and values the diversity of its staff and patients.
