Description
Guy’s and St Thomas’ is among the UK’s busiest and most successful NHS foundation trusts. We provide a full range of hospital and community services for people in south London and as well as specialist care for patients from further afield including cancer, renal, orthopaedic, respiratory and cardiovascular services.
Guy’s is home to the largest dental school in Europe and a £160 million Cancer Centre opened in 2016. As part of our commitment to provide care closer to home, in 2017 we also opened a cancer centre and a kidney treatment centre at Queen Mary’s Hospital in Sidcup. St Thomas’ has one of the largest critical care units in the UK and one of the busiest emergency departments in London. It is also home to Evelina London Children’s Hospital.
Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England including cardiac, renal and critical care services. We lead a number of specialist service networks aiming to ensure children are treated locally where possible, but have access to specialist expertise when they need it. Our community services include health visiting, school nursing and support for families of children with long-term conditions.
Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients.
In February 2021 the Royal Brompton and Harefield joined Guy’s and St Thomas’ NHS Foundation Trust, bringing together world-leading expertise in the care and research of heart and lung disease. Job overview
The Health and Safety team, part of the Occupational Health, Safety, and Wellbeing Service, consists of doctors, nurses, counsellors, safety and public health advisors, and administrative staff. The team collaborates with health and safety leads across the Trust’s business units and engages with staff at all levels to provide guidance, training, and support in health and safety risk management.
The department supports the Trust's four Clinical Groups, the Essentia Delivery Group, and Corporate Services, working collectively to implement Trust-wide health and safety initiatives. It also provides expert advice and dedicated support to Essentia, a key non-clinical service provider that enhances the hospital environment and patient experience through innovation and a patient-focused approach.
Essentia designs, builds, and maintains critical healthcare infrastructure while managing services like construction, healthcare planning, waste management, catering, housekeeping, transport, engineering, and security. With 1,900 staff, Essentia ensures vital facilities management for clinical teams across the Trust.
Main duties of the job
The post holder will provide operational management and direction, advice and expert leadership on all aspects of Risk, Health and Safety, to enable the Trust to act within relevant legal policy frameworks to meet the statutory obligations required by UK and EU law for the organisation.
The Essentia Health and Safety Advisor will take the lead role in the design and implementation of the health and safety strategy, policy, procedures and processes to ensure safe systems of work and processes are in place. That they are integrated into the organisational and operational structure to ensure the safety of staff, patients, visitors and external contractors across all Trust sites.
The Essentia Health and Safety Advisor will provide professional health and safety advice on robust management systems that will integrate to support the requirements of all legal and contractual obligations.
To improve the planning and management of projects from inception, identify risks at an early stage, target effort where it can be most effective in terms of health and safety.
The post holder will be required to deputise for the Deputy Health and Safety Manager, relating to all services provided by the department as requested.

Detailed job description and main responsibilities

Compliance and Strategy
Responsible for demonstrating that Essentia meets its statutory obligations in all areas pertaining to the health, safety, and welfare by the implementation of an Essentia Health and Safety management system.
Design and manage the implementation of long term plans to develop a mature risk, health & safety culture across Essentia through the implementation of systems that monitor and measure the performance to demonstrate compliance.
Plan and lead on the implementation of a structured and systematic process of hazard and risk identification, risk assessments, analysis, prioritisation, and control.
Leading senior managers and their teams in the process to identify hazards and document suitable and sufficient risk assessments (planned and ad-hoc).
Lead the establishment and management of a new Risk Assessment Management Group, ensuring the effective oversight and compliance of all risk assessments. This includes setting standards, monitoring adherence to regulatory and organisational requirements, and providing guidance to ensure risks are effectively identified, assessed, and mitigated.
Develop, maintain, and periodically review libraries of safety messages and toolbox talks and are digitally.
Collaborate across the Trust to ensure effective coordination and communication of health and safety matters to all staff.
Responsible for making recommendations, providing specialist advice and being able to prepare strategic reports/briefings as required.
Management the development and training of the Essentia Health and Safety Champions which supports and demonstrates their positive operational impact within the organisation.
Responsible for the development of a directorate risk-based health and safety audit schedule to monitor compliance with all required aspects of Health and Safety at Work etc. Act 1974.
Following scheduled and adhoc audits, detailed reports are written that accurately identify audit results and where deficiencies are found, action plans are formulated to rectify areas of non-compliance based on the level of risk to the organisation.
To be responsible for undertaking external audits on external client’s premises on a pre-determined timescale dependent upon risks.
Responsible for ensuring the regular monitoring and updating of the Trust’s central risk management system (RADAR) to ensure accurate recording of information relating to Essentia’s incidents, risk registers, and safety alerts.
Responsible for ensuring effective local systems are in place to support the reporting on Essentia’s performance e.g. incidents, accidents and dangerous occurrences and, to ensure they are delivered in a timely manner in line with local and Trust policies.
Manage and oversee the reporting of incidents under the Reporting of Injuries, Diseases and Dangerous Occurrence Regulations (RIDDOR) (2005) in line with Trust policy.
Manage and maintain complex risk, health and safety data, interpret the information/data and interrogate systems to ensure its accuracy. To publish information/reports enabling management teams to put in place actions to effectively manage the risk and improve safety.
Develop processes in which accurate performance reports for risk and governance, health and safety are produced. Meet agreed deadlines and submit to Trust, Directorate and local committees/groups.
Influence managers and staff across the Trust to adopt behaviours that enhance health and safety, aligning with local and directorate strategies.
To lead on investigations, root cause analysis into serious incidents, injuries or near misses and provide support and guidance to line managers, in accordance with legislation and Trust policies.
Lead on the delivery of effective training programmes across Essentia and the wider Trust.
Raise awareness and compliance with the Trust’s central risk management reporting system (RADAR) for adverse incidents with the aim to ensure incident investigations, action plans are prepared and implemented .
Working with Essentia teams to support compliance and safe management of contractors and subcontractors in line regulations and local policies.
To contribute to the approval of permits to work, risk assessments and method statements (RAMS) in relation to health and safety regulations.
Responsible for reviewing Essentia’s health and safety risk registers tin line with Trust policy.
Provide expert advice around risk management in-line with the Trust policy.
Provide expert health and safety advice to managers to develop effective action plans to mitigate risks.
To manage the Essentia Health and Safety meetings including scheduling, publishing papers, producing reports, updating actions and taking minutes.
Contribute to local governance and compliance meetings and provide expert health and safety advice to enable compliance and continual improvement.
Maintain and develop the Essentia health and safety SharePoint site and be responsible for ensuring the libraries are accurate, information is up to date and published.
In consultation with the wider health and safety team maintain department action logs and workplans that are used to review and monitor performance and achievements within agreed timescales.
Communications
Provide expert advice and support on health, safety and welfare issues within the workplace as required including Health and Safety at Work, etc. Act 1974, related regulations and approved codes of practice.
Actively engage and communicate with senior leaders and external clients to influence and collaborate on a wide range of issues to ensure the delivery of day to day risk, health, safety, and welfare activities and projects.
Take the lead in identifying, securing agreement, and obtaining funding for local and directorate initiatives aimed at fostering a positive health and safety culture. This will involve engaging with staff at all levels, analysing data and trends, and developing targeted strategies to address identified needs and opportunities for improvement.
Manage conflicting priorities and agendas across a diverse range of stakeholders which will require persuasion, negotiation and the ability to communicate with clarity on technical subjects.
Manage and actively promote Essentia Health and Safety Champions to drive continuous improvement in order to create and develop a proactive health and safety culture by providing leadership and support across Essentia.
Promote and encourage the reporting of health and safety incidents/events and ensure they are reported and actioned across Essentia.
Escalate to line management on major issues and areas of non-compliance or concern.
Actively participate in the local health and safety meetings; present performance information to management teams to enable them to demonstrate compliance and continual improvement.

Policy Management
Implement, contribute and review all Trust wide health and safety policies and procedures and to report to relevant document owners when a document review is required.
To write and review new and revised health and safety related policies, procedures and guidance material to the required standard and approved in line with Trust Policy.
Financial
Placing orders being mindful of budget limits and in line with the Trust standing financial instructions (SFI’s).
Annual review of contracts and service level agreements on all clients, both internal and external.
Selecting and negotiating with potential contractors who meet requirements to carry out services.
Staff Management
Ensure that staff (including external contractors) understand their objectives and departmental performance expectations by; monitoring staff capability and take remedial action when required and; discuss issues of concern with individuals, as appropriate.
Motivate and develop staff and offer education and training in service improvement techniques in line with the objectives of any staff development initiatives, either internally or externally.

General Responsibilities
To be responsible for maintaining own tasks, diary appointments and priorities to ensure agreed deadlines and objectives are met.

Educated to Bachelor’s Degree or relevant experience
NEBOSH Occupational Health and Safety or relevant experience.

Recognised management qualification in risk management or able to demonstrate relevant experience in this field.

Extensive experience applying the Health and Safety at Work etc. Act 1974, associated regulations, and approved codes of practice at a senior management level within a large organisation.
Proven experience within the capital/estates and facilities environments in managing and advising on workplace safety
Extensive experience in delivering large health and safety related training programmes.
Experience in developing initiatives aimed at fostering a positive health and safety culture through effective engagement, influencing and negotiations.
Skills/Knowledge/ Ability
Essential criteria
Specialist knowledge of a hospitals building, construction, estates and facilities functions including e.g. high voltage electrical systems, medical gases & vac systems, ventilation and air conditioning, boiler plant, sterilization and disinfection plant.
Exceptional communication skills both written (complex report writing) and verbal, including ability to deliver formal presentations and training material to wide range of audiences.
Able to prepare and deliver engaging health and safety training to meet the needs of the service.
