Job overview
An exciting opportunity has arisen for an exceptional individual to join our Pathology Business Unit as the Finance & Commercial Manager. This leadership position will work across both Guy’s & St Thomas’ NHS Foundation Trust and Kings’ College Hospital NHS Foundation Trust to support the delivery a new and exciting partnership to transform Pathology services across South East London.
This programme will deliver significant transformation of pathology services for South East London, through implementation of digital pathology and creation of a new clinically led target operating model with a new hub and essential services laboratories working on each site, working through unified and standardised pathways. This will provide improvements in service performance, outcomes, efficiency, and position SEL at the forefront of R&D and Innovation, while delivering material savings for Trusts, and a risk and gain share royalty, dependent on delivery of critical milestones.
The post holder will be responsible for leading the Finance & Commercial team of the Pathology Business Unit, responsible for the management and delivery of a £2.1bn contract with our Pathology partner (Synnovis) on behalf of Guy’s & St Thomas’ NHS Foundation Trust, Kings’ College Hospital NHS Foundation Trust and other NHS partners.

Ensuring that financial management is understood across the PBU and that financial information produced enables that understanding
Be responsible as a leading expert on the strategic financial and commercial planning agenda and programme for the PBU, including the financial lead on developing financial strategies and business plans.
Responsible for ensuring that the PBUs financial direction is robust and fit for purpose. To ensure that as a financial expert you constructively and positively challenge all aspects of the PBUs financial and business performance.
Responsible for the provision of financial leadership and guidance in delivering Trust wide programmes concerned with improved productivity, quality and efficiency programmes.
Identifying opportunities for financial efficiencies and highlighting areas of risk and reporting on progress of these whilst indicating other opportunities in year
Responsible for the development, implementation and delivery of the procedures, policies of the department. To ensure that all Trust wide financial policies are adhered within the PBU.
Ensuring proper financial control is maintained and value for money achieved.
Commercial support and adherence with the contract. Including to review, manage and complete when required CCEs (Change Control Enquiries), ensuring compliance with the contract where relevant.
Be the contract subject matter expert. The key go-to persons in relation to contract queries.

The post will attend the PBU Boards and Performance Review meetings and will make a positive contribution to debates on service provision and PBU priorities.

To work with the PBU, Business Intelligence Unit and Financial Planning and Development teams across GSTT and KCH to develop and maintain a suite of business intelligence applications and undertake appropriate bench-marking analysis to inform both Directorate and Trust wide performance
Responsible as a leading expert in an organisation of a £2.1 Billion diagnostic contract for both GSTT and KCH for the provision and delivery of all financial service that complies with statutory requirements, Accountable to the Director of Finance for Directorates adherence to Trust financial policies and procedures and statutory requirements.
Detailed job description and main responsibilities
To lead on the provision of financial advice and support to the PBU with regards to service development proposals.
To make judgements on financial decisions where there may be no precedent and interpret external professional NHS and government bodies as required.
Responsible for ensuring that all reporting is produced in line with the Trust financial timetable.
To lead a team of financial professional in the provision of financial support to a designated PBU to support the delivery of an approved financial plan.
Responsible for ensuring that all customers receive accurate and clear financial information, ensuring that budgets set reflect the cost of delivering contracted activity baselines and other agreed performance targets.
As a leading financial expert, responsible for ensuring that all assumptions contained in PBU business plans have been constructively challenged and potential risks and further opportunities are high-lighted and quantified.
Provide professional strategic financial expertise, support and advice to business cases and their related multi-disciplinary project groups. Undertaking the financial appraisal of each of the proposed options applying advanced, technical financial modelling, discounted cash flow (DCF) and sensitivity analysis and considering affordability under payment by results.

Knowledge/Qualifications
Essential criteria
PHD / MBA level qualification or relevant experience
CCAB Qualified with a significant period of PQE experience at a senior level, including up to date CPD records
Evidence of continuing professional development in line with the role requirements
Professional / statutory registration with the relevant Professional Organisation
Desirable criteria
Prince 2 Practitioner
Experience in a similar role in a large complex Foundation NHS Trust
Previous experience
Essential criteria
A demonstrable successful record of financial leadership working with senior clinical and non-clinical leaders across the NHS
Demonstrable records of achievement of full performance management of staff at all levels. To include recruitment and selection, appraisals, professional development, mentoring, discipline.
An in depth knowledge of NHS Accounting, reporting issues and the required application in a large complex NHS Foundation Trust
Experience of interpreting all relevant financial legislation, making recommendations and implementing changes across a large complex financial organisation
A significant period of successful business case development and management
A significant level of experience managing successful large complex financial and non-financial projects, including modelling, planning, service change and development.
Skills
Essential criteria
Excellent communication skills both orally and in writing. Able to present highly complex financial information to non-finance staff including directors.
Strong sense of quality, being able to lead by example
Excellent presentation skills
Highly developed analytical skills – able to review complex processes and recommend appropriate changes to improve efficiency.
Able to analyse complex financial information to identify areas requiring further investigation.
