About the Role
The Ministry of Justice Finance Strategy and Planning Team is responsible for setting the department's financial strategy and delivering the medium-term financial plan. This role involves working closely with colleagues across the department to ensure finance is central to decision making and strategic planning. You will represent the department in negotiations with HM Treasury and support Ministers in forming plans and priorities over the Parliament. The role is fast-paced, strategic, and involves reporting directly to senior leadership including the Executive Committee, Permanent Secretary, and Secretary of State.

As a Senior Executive Officer Financial Planning Advisor, you will lead processes and products supporting financial planning and fiscal events, acting as the single point of contact for business groups. You will manage projects, commission work, collate responses, and resolve issues often under tight deadlines. You will develop strategic understanding of the business, communicate complex financial information to senior stakeholders, and lead on key areas such as Spending Review preparation and delivery.

Key responsibilities include embedding improvements in analytical capability, supporting effective budget management, providing financial challenge and assurance, coordinating with other finance functions, leading responses to ad-hoc enquiries, and deputising for senior finance leads as required. The role requires flexibility and collaboration across MoJ Finance teams to drive continuous improvement and problem-solving.

Requirements

Experience
Proven ability to work independently and confidently on high-profile financial planning areas, managing competing priorities at pace. Experience in building positive relationships and influencing senior stakeholders across functions. Demonstrated skills in providing high-quality written and oral briefings to Ministers and senior officials. Experience leading collaborative projects with clear timelines and deliverables. Ability to foster knowledge sharing and collaboration between policy, finance, and corporate services.

Qualifications
Essential professional skills include:
- Practitioner level strategic analysis and insight
- Expert oral and written presentation skills
- Working knowledge of data and analytics interpretation
- Expert influencing skills including drafting for senior leaders and Ministers
- Working knowledge of budgeting frameworks and proactive problem resolution

Desirable skills (not assessed but advantageous) include budgeting, forecasting, costing, risk management, taxation, commercial acumen, and investment appraisal.
