Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England including cardiac, renal and critical care services. We lead a number of specialist service networks aiming to ensure children are treated locally where possible, but have access to specialist expertise when they need it. Our community services include health visiting, school nursing and support for families of children with long-term conditions. Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients. In February 2021 the Royal Brompton and Harefield joined Guy’s and St Thomas’ NHS Foundation Trust, bringing together world-leading expertise in the care and research of heart and lung disease. Job overview This role will lead the Trust’s Cost Improvement Programmes (CIP) programme and support implementation of financial controls and policy across all areas of finance to ensure the Trust’s long-term financial sustainability. The Head of CIPs/ Financial sustainability reports to the Associate Director of Finance – Costing, Data and Analysis. The post holder will deputise for the Associate Director in his capacity as manager of the entire team and at relevant meetings. The post holder will drive and oversee the Trust’s financial efficiency improvement agenda working with clinical and operational teams, underpinned by a multi-professional network of individuals drawn from across the organisation. They will bring cohesion to the multiple projects that form the Trust’s CIPs and manage the complex stakeholder sets and interdependencies, planning, reporting and governance of the programme. The post holder will challenge the current ways of working, drawing upon experience and outside world examples to shape the Trust’s financial sustainability agenda. Working with a network of senior finance leaders, the post holder will develop finance policies, controls and practices across Finance and the wider Trust that support and empower clinical gad delivery groups to deliver sustainable efficiency projects. The post holder will also work with the South East London ICS and APC to ensure there is increasing collaboration across the wider system and beyond. Main duties of the job The post holder will be based in t he Finance Directorate at Great Dover Street on the Guy’s site (London Bridge). However, the post holder will be expected to work closely with the Operational Productivity Unit and across all Trust sites and attend external meetings when required. Duties and Responsibilities · Provide leadership on the development and implementation of policies and guidelines within the Trust to ensure that all CIP programmes and projects are delivered effectively and in line with our SFIs and Finance Directorate objectives. Working with the Operational Productivity unit will entail three specific roles: • Providing insights and intelligence for productivity opportunities, including demand and activity data; • Providing regular, central monitoring and reporting of opportunities; • Supporting capability and efficiency literacy. The challenge(s) to the Unit are varied, including but not limited to being able to: • Establish rich, trusted data; • Go beyond the identification of productivity opportunities and enable the delivery of efficiencies (including cashable savings). Detailed job description and main responsibilities Management Responsible for the line management and development of all permanent members of staff, together with any trainees or staff on secondment to the department. This includes ensuring that training requirements are met and that poor performance is managed. Responsible for recruitment and management of the Team within the allocated budget. Engagement within the Wider Trust Provide leadership and influence within the Trust on financial controls and CIPs. Lead the implementation of the financial efficiency and productivity programme and lead the creation of one unified approach to CIPs for the Trust Ensure that synergies and interdependencies between CIP projects are highlighted and that information is shared across the Trust (e.g. procurement, EPIC benefits, medical optimisation etc.). Data Management · To create a culture of continuous improvement within the team, taking internal feedback and using any available resources in the wider sector to ensure that data is managed to the maximum benefit of the Trust. · To incorporate appropriate checks, balances and controls into procedures, processes and reporting to ensure that data is robust and that any inconsistencies and/or error are identified early and promptly remedied. Person specification Previous experience Essential criteria Extensive senior financial management experience. Extensive knowledge and understanding of the NHS financial environment. Extensive experience of working with data sets, ideally in a public sector/ NHS setting. Experience of applying analytically derived conclusions to drive change. Considerable staff management experience. Skills/ knowledge/ ability Essential criteria Highly developed communication skills with the ability to communicate complex financial data to non-finance staff. Highly developed analytical skills to solve highly complex financial and non-financial problems. Excellent IT skills including Microsoft e.g. Microsoft Office, integrated financial ledger system, costing systems, databases. Wide knowledge of NHS systems (financial and non-financial) Strong leadership qualities. Communication / Relationships Essential criteria Advises senior budget holders and finance managers over financial performance, persuading them to a certain course of action. Develops and delivers formal, complex financial presentations (i.e. multi-faceted business cases) to large groups of (often senior) non-finance managers and conveys financial concepts clearly and persuasively. Develops and maintains working relationships with key stakeholders internally within and external to the Trust.
